Brief Description of Assignment |

An effective referral system is critical to ensuring access to appropriate, affordable, and timely healthcare services; especially in the context of a pluralistic health system. The health system of Bangladesh is pluralistic with four key actors that define the structure and function of the system: government, private sector, nongovernmental organizations (NGOs), and development partners. The Government by the constitution is primarily responsible for the provision of comprehensive health services along with policy and regulation of the health sector. Despite having a pluralistic health system, there is no structured referral system in Bangladesh. As a result, patients, regardless of the severity of illness, visit hospitals or specialists at the upper level of the health system instead of going where they are supposed to go for treatment. This leads to raising discrepancies in healthcare utilization, quality of care, allocated budget, etc. at different levels of healthcare facilities. Evidence reported that an average bed-occupancy rate was 162.2% in tertiary level medical college hospitals in 2018, whereas the rate was 140.8% and 80.67% in district/ general hospitals and upazila health complexes, respectively. Therefore, the structure of the referral system needs to be made more comprehensive in Bangladesh to make the health system more efficient and achieve health-related sustainable development goals by 2030.
Taking the current situation into consideration, Health Economics Unit has planned to conduct a study titled “Establishing Referral System in Public Healthcare Services in Bangladesh: Scopes, Opportunities and Challenges” to develop an efficient referral system in public healthcare services.

Experience, Resources and Delivery Capacity Required |

To be selected, the organization must have the following:
• Familiarity with the Health System of Bangladesh; Health, Nutrition, and Population Sector Program (HNPSP)
• Proven ability to manage and conduct large data set
• Expertise in the use of STATA/SPSS/Atlas.ti statistical software for data analysis
• Proven expertise in quality report writing & policy recommendations in English
