“Educational Management System, MIS and Mobile Apps Developments (Note: Enhancement and Upgradation of the Existing Software) and other related services of “Mosque based Child & Mass Literacy Program” project (7th Phase)”
The main objective of this assignment is to restructuring and upgradation of the existing software for “Educational Management system, MIS and Mobile Apps Developments for monitoring process, center inspection better performance and scalability, to design and develop a collaborative system for information Management for the learners, teachers and related all of “pre-primary, Shohoj-Quran Shikkha including Adolescent and Adult readers of resources center’’,and development scopes for the authorities and organization, concerned stakeholders with interested organizations from headquarters to grass-root level for getting access into same platform and receive service accordingly as per their authorization and authentication using single sign in facility through web and Mobile Apps.
Features and Functions: Center information management, student information management, Student Admission, Student Annual Evaluation & Assessment, Primary school admission & dropout information, Teacher Information Management, Inspection Management, Tour Planning and Approval, Employee Management, Financial Management, Monitoring System with Web based Monitoring and GPS based monitoring and customize report etc. according to Management needs.

A company/firm that submits tender shall be evaluated using, but not limited to, the following minimum criteria which the company/firm must provide documentary proof of compliance are:
• Minimum 05 years general experience in ICT business as a registered company/entity in Bangladesh.
• Must be registered with RJSC (Applicable for Joint Stock Company & Firm), must have updated Trade License, updated Income Tax Certificate, TIN certificate, VAT Certificate.
• Must have work experience in government/semi-government organization with minimum contract value of 03 (Three) Crore in a single contract over a period of last 03 years with completion/performance certificate will be attached.
• Should have software development experience of developing at least 6 (six) web-based software in the government/semi-government organization within the last 05 years. Including evidence of relevant supporting documents (Contract paper/Work order/Completion certificate) including Live URL will be added advantage.
• The firm should have own office and strong presence in Dhaka with well-equipped office environment which is company profile, company brochures.
• Average turnover of the firm shall be at least Tk. 03 (Three) Crore for the last 03 years audit report by register Audit firm.
• Must have at least BDT 01 (One) Crore as original copies of Working Capital/Liquid Asset /Bank Credit facilities to carry out the project.
• Should have ISO 9001 &ISO 27001 Certification.
• Should have Update BASIS & BCS Membership.
• Should have minimum 30 (Thirty) full time ICT personnel in company payroll related to system analysis, design, development, integration, testing, QC, training, Data Entry Operator and implementation engineer.
• Company/firm have experience of software development which would maintain the standard for compatibility SQTC testing assessment certification from Bangladesh Computer Council (BCC) will be get preference.

1. Interested software development company/firms are requested to submit their Expression of interest (EOI). The EOI must be submitted in a sealed envelope to the office of the Project Director, Project at the address of the office inviting EOI mentioned above. “Educational Management System, MIS and Mobile Apps Developments (Note: Enhancement and Upgradation of the Existing Software) and other related services of “Mosque based Child & Mass Literacy Program” project (7th Phase)”.
2. Company/firms will be selected in accordance with the procedures set out in the PPR¬2008.
3. A shortlist of Company/firms will be prepared upon evaluation of EoIs of the eligible applicants and Request for Proposal (RFP) document will be issued in their favor.
