| Brief Description of Assignment |

The consulting services (Services) include mainly to assist BIWTA establish the institute as a Regional Training Center at Narayanganj that offers accredited skills and internationally recognized certificates of competency (in accordance with the International Convention on Standards of Training, Certification and Watch keeping for Seafarers 1978, as amended in 1995 and again in 2010) relevant to IWT sector. For this purpose, the services include (a) undertaking a Regulatory and Institutional Review and Market Sounding (b) designing a training program to meet both: the appropriate STCW Convention Standards; and BIWTA needs (c) identifying staffing needs and (d) identifying equipment needs. The anticipated duration of the Consultancy Services of the assignment is 10 months. |

3. BIWTA now invites eligible and qualified consulting Firms/University/NGOs/Institutions (Consultants) to indicate their interest in providing the indented services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (a) General Experience: The Consultant should have minimum 10 years of experience in carrying out the assignments related to Training needs assessment / study and action plan development for establishing / supporting training institutions for inland water transport sector or similar (b) Technical Capacity: The Consultant firm must have experience and capability in Regulatory and Institutional Review and Market Sounding Training Program Design; Staffing and Equipment needs assessment activities for the project(s) that have been successfully completed, and summary of similar projects undertaken in Bangladesh and in other countries with similar social, geographical and economic conditions shall be provided with EoI mentioning number of projects/assignments in hand, all these shall be supported by proven documents including project completion certificates from respective Clients, Experience in performing assignments similar to target assignment with proven track record of project(s) funded by development partners, like IDA/ADB/JICA/IDB in Bangladesh; List of Resources with logistical support and list of permanent professional employees with key qualifications. (c) Organizational and Legal Aspects: The Consultant must have legal establishment for a minimum of ten (10) years-this shall be supported by proven document(s) |

4. The attention of interested Consultants is drawn to paragraph 1.9 of the World Banks Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers [January 2011, revised July 2014] (Consultant Guidelines), setting forth the World Banks policy on conflict of interest. 5. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. 7. Terms of Reference (TOR) in details of the assignment would be available at Office of the Project Director during office hours i.e. 09:00 to 17:00 hours (local Time/GMT+6), from Sunday to Thursday except public holidays and also TOR in website: www.biwta.gov.bd.
