| Brief Description of Assignment |
: |
The Government of Bangladesh awarded a contract to the private partner to develop 13.5 km 4-lane access controlled toll road which starts at the interchange of Hatirjheel near Rampura Bridge within Dhaka City and ends at the intersection of Chittagong Road more through Demra area. The Project Company will develop two service roads along with the toll road. The toll road consists of 9.5 km elevated portion and 4 km at at-grade. The toll road also includes several interchanges and toll collection plaza. The total contract period is 25 years which also include 4 years construction period. The Project Company will operate the toll road and the Service Roads will be operated by Roads and Highways Department. The toll road will cater the inbound and outbound traffic of Dhaka city to/from Chattagram, Sylhet, Narayanganj, and other districts located in east, south and south-east parts of the country. Major responsibilities of the Independent Engineer (IE) will be as follows in accordance with the PPP Contract: (a) Review the design and drawing of the project; (b) Review the 16 Project Control Plans (such as: traffic management plan, project safety plan, construction management plan, quality control plan, environment management plan, highway maintenance plan, and toll collection and management plan, etc.) (c) Supervision, inspection and monitoring of works and reporting accordingly; (d) Assisting parties in resolving disputes, claims, arbitration, changes of scope, variations of scope, etc.; (e) Issuing various certificates including acceptance certificate, certificate for commercial operations and other aspects as stipulated in the PPP Contract; and (f) Any other items/matters/issues as stipulated in the PPP Contract. (Detail of the scope for IE will be provided with the RFP.) |

The shortlisting criteria are: (i) General experience as a Prime Consultant in a single consulting contract with a value of minimum USD 5 million within last 10 (ten) years; (ii) Experience in consulting work in a similar project of similar nature of construction work of at least 5 km 4-Lane Viaduct/ Flyover/ Bridge on the Highway successfully completed in a single contract; (iii) Experience in performing at least one Independent Engineering Services in PPP road project; (iv) Financial soundness of the consulting company; (v) Evidence of availability of qualified staff resources and logistics with the firm. The Consulting Company requires to submit EOI along with the following documents in support of the above-mentioned criteria: (a) Constitutional/ registration documents of the firm(s); (b) JV agreement/letter of intent (if applicable); (c) Firm's brochure; (d) Audited financial reports for last 3 years; (e) Service experience record (including nature, total cost, total input in terms of man month, employer, location of service, etc. of similar projects) and (f) Availability of staff resources and logistics for this assignment. |

a. Submission of the EOI should be done in close format bearing the name and address of Firm(s), REOI name and date and be addressed to the REOI issuing authority in 04(four) copies, 01 (One) marked as "ORIGINAL" and others 03 (three) as "COPY" in separate envelops in the form of book binding. Both the "ORIGINAL" and "COPY" shall have to be covered within the single envelope. The applicant shall have to mention the page number serially in every page of submitted EOI document. EOI should be scanned in PDF version and submitted with two memory disks. b. The Project Company and the Contracting Authority shall jointly appoint the Independent Engineer. The payment to the Independent Engineer for its services shall be borne equally by the Project Company and the Contracting Authority. c. The Project Company and/or the Contracting Authority will not entertain costs or expenses incurred by the proposer in connection with the preparation or delivery of the EOI. |
