| Brief Description of Assignment |
: |
The Equipment and Project Management Consultancy Services: This EOI is to recruit a consultancy company to support the Project Director and his/her technical team for smooth and standard establishment of BNCMRC. This technical assistance (TA) will not only contribute to the immediate TA needs of the project and BNCMRC but will also ensure the design of a longer-term institutional strengthening program. Besides, the firm will execute the following works in brief:
i). The consultancy service will assist to plan, procure, install, operate and manage required Research Laboratory and other equipment for BNCMRC as per current DPP and revised DPP (RDPP). This technical assistance (TA) will include facilitating conducting procurement process, ensuring quality assurance (QA), proper installation and post-installation, equipment qualification (EQ) and after sales overall services, maintenance and overall operation to certain period.
ii). Facilitate obtaining international accreditation and design of a longer-term institutional strengthening program.
iii). Plan and in applicable cases, manage the training component of the project.
iv). Will contract the suppliers to provide Technical Assistance to establish, functionality and strengthen all the departments and supporting units according to the Development Project Proposal (DPP) and PPR Rules. |

Minimum qualifications for selection: The minimum qualifications for selection as a prospective bidder are specified below:
a) Having minimum 10 (ten) years of experience with similar electro medical/laboratory equipment and project management consultancy
b) Registered as private limited company with 10 (ten) years maturity
c) Contract valued over 3(three) crores in a single contract for the above (a)
d) Have national/international expertise on at least the following categories professionals in expert pool.
1. Team Leader. 2. Procurement Consultant and Legal Expert. 3. Medical Biotechnology, Molecular Biology, Cell Biology, Proteomics and Genomics Laboratory Consultant. 4. Food and Nutrition Research Laboratory Consultant. 5. Radiation Biology Consultant. 6. Biochemistry, Diagnostic Laboratory Services Consultant. 7. Tissue banking and sample preservation, Pathology, Histopathology and Hematology Laboratory Consultant. 8. MEP (HVAC) Consultant. 9. Electro Mechanical expert for research laboratory development. 10. MEP (Water treatment and Waste Management) Consultant. 11. MEP (Fire Fighting and Plumbing) Consultant. 12. Audit Consultant. 13. Computer Operator.
e) Have Foreign expertise on at least the following categories professionals in expert pool.
1. Laboratory Design & Development Specialist (Architect). 2. Microbiology, Immunology, and vaccine development Laboratory, Biosafety and Biosecurity Consultant. 3. BSL-3 laboratory consultant. 4. Animal Research Facilities Consultant 5. Pharmacology, Drug discovery, Bioequivalence & Bioavailability, Clinical trial Consultant 6. Central data banking and archiving, Bio-informatics, Computational Biology, System Biology Consultant 7. Bio business incubator and establishment of CRO Consultant. 8. IT facilities, MIS system, and Software Consultant. 9. Library and knowledge management consultant. 10. Biomedical Engineer (Equipment Consultant)
f) Documentary evidences showing the ability to hire other technical experts (national and international) as per need and whenever necessary
The EOI must contain the following documents:
• Organization profile with example of similar TA and project management
• Proof of the pre qualifications (a)
• CVs and related documents of the key technical experts (d, e) (signed by the organization)
• Relevant Project Data Sheets (PDS).
• Copy of updated certificates of incorporation/trade license (where applicable)
• Copy of TIN
• Copy of VAT registration certificate
• Updated Copy of Income Tax Return
