| Brief Description of Assignment |
: |
1. Pooled Procurement of Environmental and Social Safeguard Specialist, PIU-DAE, Position: 01
Duration: 13 person months or up to end of the project period.
Service Package # SD/PMU/ IC- 2
Qualification & Experience:
a. Academic:
1. Master Degree in Science/Agricultural Science/ Social Science (Sociology, Anthropology)/ Environmental Science.
2. Candidates having Ph.D degree in relevant subject may have an added advantage.
b. Experience:
1. Minimum 10 years work experience in social/ environmental related activities in donor/ GOB assisted agricultural Development projects;
2. Proven experience in working with safe food production/ environment related activities;
3. Minimum 3 years work experience in donor/IDA funded/ development projects;
4. High level of proficiency in written and spoken English and report writing;
5. Computer literacy and skills (MS Word, Excel, and Power Point etc.) is essential.
The candidates must submit copies of academic, related experience and training certificates. The selected applicants must show the Original Certificates before the PEC
Scope of services / Duties and Responsibilities:
i. Responsible to Director of PIU-DAE and procuring entity;
ii. Assure Social and Environmental safeguard measures in technology demonstration and dissemination covering social, economic, demographic, cultural, ecological and other related Social and environmental aspects;
iii. Prepare environmental and social safeguard plan for research, technology transfer and value chain activities and ensure its implementation;
iv. Arrange training program/workshops/training events on social and environmental aspects;
v. Promote and facilitate social and environmental friendly technology;
vi. Implementation of pest management plan;
vii. Monitoring and evaluation of safeguard issues based on set indicators;
viii. Development of simple screening matrix to evaluate safeguard aspects;
ix. Collect data on social and environmental aspects and maintain database;
x. Work in close collaboration with social and environmental focal persons;
xi. Any other tasks as assigned by the authority
2. Pooled Procurement of Procurement Specialist for PIU-DLS
Position: 01
Duration: 12 person months. Service Package # SD/PMU/IC- 03D
Qualification & Experience:
a. Academic
1. At least Bachelor Degree in Engineering/Business Administration/Commerce/Economics/ Finance/Law/ Procurement;
2. Professional qualification in procurement in purchasing and/or supply chain management will be given preference.
b. Experience:
i. At least seven(07) years of work experience in procurement in government/semi-government institutions, or with international donors, implementing development projects; with defined responsibilities of a substantial procurement content (i.e. preparation of bidding documents and requests for proposals; use of internationally accepted contract documents; understanding of principles underlying procurement practices; analytical capability in identifying and resolving procurement issues etc.);
ii. Extensive knowledge of Government’s Public Procurement Act and Regulations;
iii. Minimum 3 years work experience in donor /IDA funded developments in procurement activities.
iv. Extensive knowledge in IDA’s Procurement/Consultant guidelines of Procurement Regulations and STEP
v. Ability to work on computer and knowledge of standard Microsoft Office package (Certificates are welcomed)’
vi. Excellent spoken and written Bengali and English skills;

ii. Prepare guidelines and make arrangement for procurement of goods, works and services;
iii. Prepare and review the bidding documents, request for proposals;
iv. Prepare and upload bidding document in e-GP.
v. Prepare APP , update and Enter all procurement related documents in STEP
vi. Prepare and update procurement plans for goods, works and services;
vii. Carry out procurement activities in accordance with PPR 2008 and the World Bank’s guidelines;
viii. Assist Director PIU-DLS in organizing training on procurement;
ix. Work in close collaboration with Procurement Specialist of PMU for pooled procurement of goods and services;
x. Any other tasks as assigned by the authority.
