| Brief Description of Assignment |

The Government of Bangladesh (GOB) has obtained a loan from Asian Development Bank (ADB) to partly finance the South Asia Subregional Economic Cooperation Dhaka-Sylhet Corridor Road Investment Project (the Project). The Ministry of Road Transport and Bridges (MORTB) is the sponsoring ministry and the Roads and Highways Department (RHD) under MORTB is the implementing agency for the project.
The scope of civil works under the Investment Project includes the Improvement of the existing 2-Lane Dhaka–Sylhet National Highway over the length of approximately 210 km into a 4-Lane divided carriageway National Highway with Service1 Lanes on both sides. To withstand heavy load (truck traffic) as well as extreme weather conditions, polymer modified bitumen (PMB) will be used for pavement. To widen the existing Dhaka-Sylhet highway corridor RHD engaged design consultants to finalize the alignment, design the new road and prepared necessary documents to implement the project including RP, IEE, EIA, SIA, EMP etc. The people at or near the project will directly be affected by the project and outcome of the project. Therefore, it is necessary to ensure the needs and priorities of marginalized groups such as women, children, elderly, people with disability are fairly addressed and met, as well as their capacities in regard to risk reduction is recognized for the project. To review and improve gender related documents and check whether the detailed design of the project is EWCD responsive, it is necessary to engage individual consultant to assist PIU in gender related issues.

The Consultant shall meet the following minimum requirements.
• Bachelor in Science/Social Science or equivalent.
• Master’s degree is preferred.
• At least 7 years of experience working on social development, poverty and gender mainstreaming projects.
• Working experience with similar assignments, ADB gender related policies and for donor-funded projects is preferable.
• He/she should have experience on designing capacity building interventions including training, modules and awareness campaigns, developing monitoring and reporting formats for gender related indicators and supervision of project activities.
• Oral and written communications skill in English is preferred.
The consulting service will be implemented from May 2022 to December 2026, with intermittent person month inputs of 36 person months. |
