| Brief Description of Assignment |
: |
The Government of the People’s Republic of Bangladesh has received financing from the World Bank toward the cost of the “Livestock and Dairy Development Project (LDDP)” and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include “Establishment of Pre-Conditions for Bangladesh Integrated Network for Livestock Information (BINLI)”. The specific objectives of the assignment encompass the following:
• To develop, design and establish an electronic animal/ cattle identification and registration online system, called BINLI, suggesting institutional and legal arrangement.
• To develop a database of 50,000 dairy cattle in the system developed online
• To provide training to PMU, PIUs of DLS staff enabling to operate cattle identification and registration system (BINLI).
• To finalize the draft Livestock Insurance Policy
• To develop animal productivity and health module
• To develop livestock insurance module through testing for 4800 dairy cattle.
The duration of the assignment is for thirty (30) months, expected start date is September 1, 2022. The total professional staff-months for the assignment are 396 man-months (detailed position mentioned in the TOR).

| Experience, Resources and Delivery Capacity Required |

The Livestock and Dairy Development Project (LDDP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
(i) Legal documents showing the registration of the firm as the proof of legal capacity to perform the services.
(ii) The firm(s) should have at least ten (10) years overall experience and five (5) years specific experience in the field of Establishment of Pre-Conditions for Integrated Network for Livestock Information or similar nature of assignment counted backward from the date of publication of invitation for REOI
(iii) The consulting firm(s) should have relevant completion of work experienced of at least BDT 160.0 million or equivalent in maximum two contracts within last five (5) years.
(iv) Technical and managerial capability of the firm with the list of experts with their qualifications and experiences. Detail CV of Experts will not be required as it will not be evaluated at the shortlisting stage.
(v) Annual turnover of the firm for last five years.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and Revised November 2017 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the QCBS (Quality and Cost Based Selection) method set out in the Procurement Regulations.
