Brief Description of Assignment |
: |
The Government of Bangladesh (GOB) has obtained a loan from Asian Development Bank (ADB) to partly finance the South Asia Subregional Economic Cooperation Dhaka-Sylhet Corridor Road Investment Project (the Project). The Ministry of Road Transport and Bridges (MORTB) is the sponsoring ministry and the Roads and Highways Department (RHD) under MORTB is the implementing agency for the project.
The scope of civil works under the Investment Project includes the Improvement of the existing 2-Lane Dhaka–Sylhet National Highway over the length of approximately 210 km into a 4-Lane divided carriageway National Highway with Service1 Lanes on both sides. To withstand heavy load (truck traffic) as well as extreme weather conditions, polymer modified bitumen (PMB) will be used for pavement. To widen the existing Dhaka-Sylhet highway corridor RHD engaged design consultants to finalize the alignment, design the new road and prepared necessary documents to implement the project. Because of high dependency of people on natural resources and widespread poverty, the social and environmental impacts are visibly significant, particularly when construction works are undertaken in subproject areas. The environmental and social risks will be triggered by land acquisition, displacement/damage of permanent assets and loss of land, loss of forest, biodiversity and agricultural land, effect to water sources due to sedimentation and water logging etc for the project. These problems are apparent not only during construction but also during operation phase. To widen the existing Dhaka-Sylhet highway corridor RHD engaged design consultants to finalize the alignment, design the new road and prepared necessary documents to implement the project including RP, IEE, EIA, SIA, EMP etc. Therefore, it is necessary to engage individual consultant to review and make necessary improvements on social safeguard documents before going to start the physical work and help PIU to monitor the social safeguards related issues during implementation. For this purpose, under this Service, 02 (Two) Individual Consultants as Senior Social Safeguard Expert (International) shall be engaged.
Under the direct supervision of RHD’s Project Director, the Consultant will be responsible for supporting PIU in social safeguard issues. During the assignment, special attention should be paid to the following:
(i) Review the social safeguard documents under the project and suggest necessary improvements.
(ii) Prepare social safeguard training plan and manual and social safeguard monitoring plan for the project.
(iii) Prepare necessary documents complying safeguard aspects of infrastructure development.
(iv) Guide the persons concerned in the project on safeguard issues and monitor safeguard activities of the project.
(v) Provide training on social safeguard issues to persons concerned for the project.
(vi) Campaign and aware all engaged in the project about infectious diseases including COVID-19.
(vii) Report safeguards related issues as necessary.
(viii) As international expert, oversee the monitoring and compliance on all applicable social safeguards requirements, including ADB SPS and GOB requirements
The Senior Social Safeguard Expert will lead the preparation/updating of social safeguards documents (as the case may be) such as resettlement plans, indigenous people’s plan, due diligence reports, and other related documents relevant to project preparation. The expert will work with Project Implementation Unit (PIU) as well as the Project Implementation Consultant (PIC) and be responsible for strengthening the capacity of the PIU and leading the overall implementation and monitoring of the social development aspects, mainly the social safeguards under the Project Director. The scope of work of the expert will include but will not be limited to the following:
i. Providing support to the engineering team during construction in minimizing social and resettlement impacts for the projects;
ii. Ensuring that the updated social and resettlement issues are properly addressed as per approved resettlement plan; help the PIU and resettlement plan implementing NGO in setting up a baseline and monitoring system;
iii. Monitor the work of resettlement plan implementing NGO (INGO) to be engaged by the RHD to implement the resettlement plan;
iv. Assess the effectiveness of implementation of the RP. Review the process of land acquisition, compensation and identify any gaps in terms of Project-affected People (PAP) who have not been identified during survey or PAPs who have been under compensated during the execution of the RP.
v. Assess the magnitude of social impacts due to the construction activities and the mitigation measures to reduce the impact on neighboring communities, public utilities and cultural and historical heritage, if any.
vi. Review the progress reports prepared by the NGOs and provide comments to RHD;
vii. Review and finalize RP addendums and updates when necessary;
viii. Provide training on safeguard policy to RHD PIU and local officials;
ix. Arrange site visit and meetings, prepare presentations, brief and status papers regarding implementation of resettlement plan;
x. Assess the performance of the Grievance Redress Mechanism (GRM) and how far the affected community is aware of and making use of the system. Review of the GRM to decipher the end-to-end process of registering complaints and informing the Complainant regarding the resolution. Review and verify the closed and pending cases in the GRM.
xii. Participate and document grievance redress mechanism at project level;
xiii. Ensure and provide guidance to INGO/RHD on how to undertake and properly document the consultation process;
xiv. Develop the procedure and process for conducting the Monitoring and Evaluation activities. and
xv. Prepare necessary periodic monitoring report to be submitted and reviewed by RHD.
xvi. Assist PIU in preparing the land acquisition and resettlement (LAR) report.
xvii. Other necessary relevant assignments imposed upon.

Experience, Resources and Delivery Capacity Required |

The Consultant shall meet the following minimum requirements.
• Master’s degrees in social sciences or related subjects and at least 15 years of experience working on social development, involuntary resettlement and indigenous peoples.
• Work experience with similar assignments in other country context, ADB safeguards related policies, project cycle and processing and for donor-funded projects is preferred.
• Should also have experience on monitoring and supervision of project safeguard activities
