INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
The Feasibility study for Preparation of Detailed Project Report (DPR) to establish an underground Distribution Network (33kV, 11kV & LT lines including service connections) is mainly followings:
i. Review of the Existing Distribution Network Map.
ii. Evaluation of Existing Distribution Network.
iii. Mapping of the Existing and Proposed Distribution Network & Marking of Tentative Cable Connectivity.
iv. Field Survey to Establish the Feasibility of the Identified Cable Route.
v. Preparation of Survey Report.
vi. Cable Route selection.
vii. Design and Drawing of Proposed Underground Distribution Network.
viii. Preparation of DPR.

a) The Consulting firm shall have the following Experiences:
i. Minimum 20 (Twenty) years of general experience as a consulting firm.
ii. The consultant (partners in case of JV) must have at least 08 (Eight) years’ experience in the field of electrical consultancy service with at least 02 (two) engineering consultancy projects having a minimum total contract amount of US$ 1,000,000.00 (US Dollar One million only) or equivalent in their own country/outside their own country as on the date of EOI Submission. Such evidence shall be in client’s letterhead indicating address, telephone and fax numbers of the clients and shall include name of the project, name of the employers, and description of the work, duration of the project and contract amount. Certificates as evidence must be written in English.
iii. The Consultant must have specific experience of satisfactory completion of similar works (consulting services for survey of distribution network and digitized mapping, planning, preparation of BOQ/DPR for converting Overhead Distribution Network to underground Distribution Network and provide training for capacity building of client’s personnel) in 02 (Two) contracts over a period during the last 10 (Ten) years amounting to minimum US$ 500,000.00 (US Dollar Five Hundred Thousand Only) or equivalent. The above experience shall be supported by client’s certificate in their letterhead indicating their address, telephone & fax number and details of project, (i.e. name of the project, name of the employers, and description of the work, duration and contract amount). Certificates as evidence must be written in English.
iv. While indicating information relating to (ii & iii) it shall be clear whether responsibility of the firm was in capacity of a principal firm (Lead Consultant) or as an associated firm (Sub-consultant/Joint Venture Partner).
v. The Consulting firm should have sufficient key personnel & support service personnel with adequate experience in preparation of feasibility study report, Detailed Project Report/ Project appraisal for underground electrical cable network for power distribution system.
vi. Availability of appropriate experience and professional qualifications among Applicant’s staff and adequate resources to carry out the assignment; and
vii. The consultant shall submit audited balance sheets and income statements or, if not required by the law of the applicant’s country, other financial statements acceptable to the Employer for the last 3 (three) years to demonstrate the current soundness of the applicant’s financial position and its prospective long-term profitability.
viii. The consultant shall have minimum average annual turnover of US 1500000.00 (US Dollar Fifteen Hundred Thousand Only) calculated as total certified payments received for contracts in progress or completed within the last 3 (three) years.
ix. Managerial strength and financial capacity.
b) The firms shall submit the followings along with EOI:
i. Application for EOI i.e. the introductory letter on letter head (with complete contract details-
name of contract person, mailing address, telephone, fax, e-mail address etc) explaining how the firm is best deliver the task.
ii. The registration paper of the firm.
iii. Brochure, Company profile i.e. management, no. of employee, firm’s specialty, performance summarizing their facilities and areas of expert.
iv. Two years annual report and Audited financial statement of the firm for last 03(three) years.
v. List of “Completed” and “Ongoing” similar works. Supporting documents should be submitted in favor of “Completed” and “Ongoing” similar works.
vi. Descriptions of similar Assignments;
vii. Experience in similar operating environments and conditions;
viii. Joint venture/Consortium/Association of agreement letter of Intent (if applicable). Association/consortium/Joint venture agreement on a non-judicial stamp of value BD Taka 300 or letter of Intent to enter in to such agreement along with the proposed agreement duly signed by all partners of the intended Association/Consortium/ Joint venture and authenticated by a notary public. Otherwise EOI form Association/Consortium/Joint venture will not be considered for short listing.
ix. Any other/ additional information relevant to this assignment.
x. The Consulting Firm should be internationally reputed. The firms may have association with other international/ local consulting Firms of Bangladesh. The firms should be capable of undertaking this assignment and are requested to submit their EOI for the services required under the Scope of Service. The EOI shall be submitted by a firm either individually or as a Consortium/Association/Joint venture. No firm should form Association/Joint venture/Consortium with more than one group. |
