| Brief Description of Assignment |

The consulting services (“the Services”) include Program Strategy and management; Communication; Startup and scaleup acceleration activities (Propose, design, execute two high quality in-person acceleration program; Startup program; Scaleup program); Oversee and maintain workstreams (Knowledge and skill development; Mentorship; Screening; Case study; Networking; Pitching events; Gender lens; Feedback), Partnership development activities; Knowledge management activities; Intellectual property rights; Others. The duration of the assignment is approximately 45 months with possibility of extension. The total key-experts input is 195 person-months + **Mentorship hours. The estimated minimum total mentor hours must be 18,125 and should be assigned as per requirement. |

The interested incubation/acceleration firm/ organization is required provide evidence-based information demonstrating their required qualification and relevant experience to achieve the stated targets of this project. The eligibility criteria for selecting the incubation/acceleration firm/ organization are as follows:
1. General Experience: The firm/organization/JV/consortium of firms and/ organizations must have at least 7 (seven) years of experience in impactful incubation and/ or acceleration of successful technology startups.
2. Specific Experience: The firm/organization/JV/consortium of firms and/ organizations must have the experience of incubating and/ or accelerating at least 20 (twenty) successful technology startups and each of those 20 (twenty) startups, which have been incubated/accelerated by the aspiring firm/organization/ consortium members, must have achieved significant traction that will be measured in terms of valuation, amount of seed and/ or VC investment raised and annual average turnover based on last three years’ business volume. Experience of incubating/ accelerating only those startups will be considered for which the participating bidder will be able to provide verifiable and authentic evidence (preferably valuation by a recognized valuation firm) in favor of the claimed traction.
2.1. The experience of incubating/accelerating/funding any unicorn reaching a valuation close to or above one (1) billion US Dollar will be considered as an added qualification. The incubation/acceleration firm/organization/consortium member(s) having strong and active and global alumni network, especially in the recognized startup hubs such as in the Silicon Valley and/ or such other startup/ innovation hotspots with a strong, and investment engaged angel and institutional investor network will be considered as an added qualification.
2.2. The firm/ organization should bring in, as knowledge partners/ collaborators, internationally renowned entrepreneurship-focused academic institution(s) situated in the key global technology and innovation hubs, such as in the Silicon Valley, with ready access to an extensive tech mentor network as well as Bangladeshi diaspora tech community.
2.3. The firm/organization, who in addition to recruiting professional mentors, can recruit mentors from the Bangladesh tech communities having footprints in the key global innovation hubs, especially who are actively engaged in mentoring/advising Bangladeshi startups as well as have experience as investing in Bangladeshi startups, including active engagements with international angel networks will be preferred.
2.4. The firm/organizations should have active engagements in running women business leadership/incubation/acceleration/VC funding programs. Experience in running such programs in innovations hubs and/ or similar ecosystems will be given preference (Certification is required).
3. Average Annual Turnover: Demonstrate at least USD 1.00 (one) million as average annual turnover for at least 3 (three) years in last 5 (five) years (2020, 2019, 2018, 2017, 2016). In case of Joint Venture any one of the partners fulfilling the criteria is accepted. As proof, authenticated audit report by a renowned chartered accountant firm for the mentioned year should be submitted.
4. Management Capability: The consulting firm should demonstrate an efficient and effective management capability through its website, social media presence, brochure, photographs of office, its management team/staff, its organogram, IT related facilities and equipment.
5. Human Resource Pool: The consulting firm should submit a list of the resource pool including the Key Experts, indicating their skill and knowledge & capability. The Human Resource Pool should show how it supports reach into the relevant stakeholder community. CV/ resume of any expert/ staff at the EOI stage is not required. (Detail CV/ resume with educational and experience certificate will be needed during RFP stage).
6. Joint Venture (JV): In case of Joint Venture Association (JVA) or Joint Venture Consortium (JVC), an agreement in Non-judicial Stamp issued/ authorized by the Government of Bangladesh valued BDT 300 is required. The agreement must be clearly indicating the responsibilities of each partner, their full office address indicating the lead partner and signing authority. In case of intent to form a joint venture, no stamp is required, should be submitted in letter head pad of the company.
7. Other legal documents: Incorporation Certificate, Income Tax registration certificate and up-to-date tax return submission certificate, VAT registration certificate, up-to-date trade license, litigation certificate (the firm may provide in its own letterhead pad).
8. Reward and certification: The firm may attach any certificate related to reward, ISO certification, certification of any association related to social and environmental issues, IT & ITES related certification etc. which may bear value during evaluation.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition, November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest as per paragraph 3.17 of the Procurement Regulations.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
