Brief Description of Assignment |
: |
1. Human Development Media Expert ? Submit detailed business plan of HD Media and IPTV/OTT Platform with 5 years projection. ? Regular follow up and supervision with Legal Team to ensure formation of HD Media Company. ? Organize Stakeholders’ workshops to strategize business plan of HD Media. ? Create a portfolio of partnerships for HD Media for local and cross border through national and international partner organizations. ? Create IPTV policy guidelines for the development of the operation of IPTV/OTT Platform. ? Prepare strategy to create the maximum impact and brand HD Media. ? Strategize and develop a promotional plan, in collaboration with the team to ensure proper citizen-centric promotion. ? Strategize and develop strategy to develop communication plan for ministries and related Departments with the assistance of team members. 2. R&D Specialist • Submit a report on assessment and understanding of the present status of R&D throughout the country. • Develop proposals for funding based on the identified innovation strategy and established partnership for financial and technical support. • Develop guidelines on technological solutions with a focus on emerging technology • Submit a plan to connect governments’ R&D lab with iLab. • Promote, analyze and testing the usability and system integration of the Devices and other tools. • Involve local experts and engineering students to study and prototype development inside iLab for solving the local problems. • Design the innovation strategy of the iLab considering Internet of Things (IoT). • Ensure the development functional prototype of innovative ideas come from different competition. 3. Enterprise Integrator • Development of single sign on facilities for all government officials and service seekers to securely access service delivery platform with single credential. Integrate all of the relevant government systems/platform which provide citizen services. • Perform architecture development work and release standard documents and guidelines to ensure technology solutions compliance with the myGov architecture. • Create guideline and assist service providers to ensure software solutions deployment, database structuring and technology selection. • Develop community of technology and implementation resources to ensure sustainability of technology solutions. • Prepare architectural technical documentation and guide the solution provider in developing the same. • Ensure continuous update of technology and standards to address emerging security & system vulnerability threat and ensure sustainability of solution by utilization of emerging technologies. • Ensure steady progress of myGov along with its building blocks meet the principles. 4. Digital Centre Business Development Expert • Identify a services list of digital centres based potential revenue enhancement government and non-government services for the one stop service solution. • Establish a details business plan for MSME services in digital centres. • Prepare the training module and contents for digital centre entrepreneur’s capacity development for MSME support service. • Ensure establishment of one-stop service point for small business at Upazilla level. • Facilitate and conduct necessary training to enhance the digital centre’s entrepreneur’s capacity to provide services to MSME. • Ensure establishment of women agent network to provide services to rural and underserved women through digital center network. • Ensure capacity development of the women agent and one-stop service point entrepreneurs to ensure quality services to citizens. • Establish a strategic partnership and coordination with business association, MSME association, government and non-government agencies and individuals for a strong digital centre based MSME service network. • Coordinate with local administration, local government division and its officials for MSME business development in digital centres. • Achieve the number of targeted workshops, training programmes and other project assigned programmes and events by the time bound duration; • Prepare a comprehensive and regular report on the workshop, training implementation, lessons learned and experience in digital centre based MSME business hub and other fintech solutions establishment; • Prepare the necessary recommendations and presentation to the relevant ministries and key stakeholders to enhance the digital centre based MSME business network development 5. National Portal Implementation Specialist • Developed guidelines for implementing e-services. • Ensured the shifting of NPF (National Portal Framework) from information provider software to service provider software. • Facilitated the User Experience Testing (UAT) and ensured the incorporation of those requirements in the software. • Developed and implemented the Revenue Model for National Portal. • Developed dynamic monitoring dashboards for NPF. • Ensured the quality of services provided from central to local administrative level. • Developed ToR for software based on user’s requirements by considering local-global emerging technologies. • Ensured support service based on a well-defined SOP. • Developed mobile/e service applications based on NPF (National Portal Framework). • Integrated with MyGoV, EkSheba, e-nothi and other established national softwares. • Arranged training/workshops for the ministries and field offices for the efficient management of the portals. • Take proper initiative to migrate existing portal to new version portal on update technology 6. Social Safety Net Service Development Specialist (2) • Conducting Capacity development activities based on the related stakeholder as per requirement • Develop data validation mechanism for monitoring and proper implementation of SSN activities. • Develop online or offline training manual for SSN related stakeholder as requirement of a2i. • Identification of challenges for proper implementation and find out coordination gap among related agencies including finance ministry and Mobile financial service. • Develop strategic guidelines for smooth implementing and monitoring of SSN Services at national level • Conduct Case study for selected upazilla under SSN activities. • Develop a mechanism for knowledge management between G2P and P2G Payment system in SSN services. • Continuous coordination with finance division, Mobile financial Service (MFS) authority and DSS for payment data validation, reconciliation, integration and return issue. • Supervise and monitor the activities of SSN service development expert and team members. |

Aspire to Innovate Programme invites the interested eligible Applicants to indicate their interest in providing the services in accordance with the Terms of References (ToR) provided in RFA.
