| Brief Description of Assignment |
: |
The Responsibilities/Accountabilities of Public Private Partnership (PPP) Senior Advisor (National) includes, but not limited to the following:
• Support BEZA in assessing the technical, economic, financial and legal feasibility of PPP projects to be implemented in BSMSN. These PPP projects include the following : Water Supply, Power Network, , Central Effluent Treatment Plant, Rooftop and floating solar, Steam network, Solid Waste Management, Biogas plant, waste sorting and material recovery facility, Master development of Green industrial parks, etc.
• Help BEZA recruit best qualified consultants and then work with the consultants to ensure quality outputs of pre-feasibility, detailed feasibility and other reports of PPP projects
• Work with Transaction Advisors in developing PPP structures, PPP procurement documents and draft contracts that are in line with appropriate laws and regulations, including PPP Law
• Support BEZA in engaging with all external stakeholders, including potential financiers of PPP projects, etc., with respect to ensuring successful implementation of PPP projects
• Support BEZA Tender Committees in evaluating PPP bids and other BEZA management teams in evaluating and approving PPP projects
• Support PRIDE Project Team to secure all requisite approvals for implementation of PPP projects internally as well as from other Government departments and agencies
• Support BEZA in identifying the capacities required within BEZA’s PPP unit, identifying the capacity gaps and capacity building support that such an unit will require. Support BEZA to procure and implement required training and development programs.
• Policy advice and support through technical assistance to the national counterparts;
• Specify the capacity development requirements necessary for units to manage sectoral PPP projects;
• Work closely with designated BEZA staff on all PPP projects to help develop their capacity to identify, develop, structure and procure PPP projects;
• Any other task assigned by the authority.

| Experience, Resources and Delivery Capacity Required |

Academic:
• Master’s degree in Economics, Finance, Accounting, Law, Management, Public Administration or Graduate in Engineering.
• Professional certification/degree in PPP from any internationally recognized institution will be given preference.
Experience:
• A minimum of 15 years proven working experience in the field of Public Private Partnership (PPP)/Project Management/Procurement/Contract Management/ Project Financing;
• Experience in similar operating environment and conditions will be given preference; and
• Experience in MDB funded/UN Organizations/Donor funded PPP projects will be given preference. |

The Bangabandhu Sheikh Mujib Shilpa Nagar (BSMSN) Development Project under Bangladesh Private Investment & Digital Entrepreneurship Project (P170688) now invites eligible “Consultants” to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: educational qualification, experience (general & specific) and knowledge in relevant activity, hands on experience in the activity.
The attention of interested Consultants is drawn to the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the ‘Open Competitive Selection of Individual Consultants’ method set out in the Procurement Regulations.
