INFORMATION FOR APPLICANT

Brief Description of Assignment : The services, among others, include the following: i. Carry out procurement of goods, works, non-consulting and consultancy services and procurement related activities of PIU; ii. Prepare annual procurement plan in GOB format and update the same as and when required; iii. Upload and update the procurement plan as and when needed (at least annually) through the Bank’s Systematic Tracking of Exchanges in Procurement (STEP) system. Also, Upload and update the procurement transactions using STEP. iv. Prepare IFB, bidding documents, TOR, REOI, RFP documents, evaluation reports, contract documents and any other procurement related documents for goods, works, non-consulting and consulting services of the project; v. Assist in preparing/updating cost estimates and specifications for goods and works of PIU in collaboration with PIU; vi. Conduct procurement activities under the project using CPTU’s e-GP portal. vii. Assist PIU to obtain authorization from and registration of CPTU’s online PROMIS tool and input data for procurement performance monitoring system, if needed; viii. Assist in publishing all information relating to bidding and procurement of PIU in newspapers and in the websites; ix. Work as member of the bid/ proposal evaluation committee formed by the PIU; x. Preparation of final contracts, and ensure timely distribution of all relevant procurement and contract documents to relevant stakeholders; xi. Provide assistance on procurement matters of the project to ensure consistent application of the Procurement Guidelines of the World Bank and The PPA, 2006 and/or PPR, 2008 as laid out in the legal documents between IDA and GOB. xii. Conduct diagnostic analyses on delays, inefficiency, etc. in the system, and provide recommendations to improve the same, if required. xiii. Preparation of quarterly, half yearly and annual reports on procurement of PIU and submit to PD and the World Bank and arrange publication in the websites; xiv. Carry out ex-post review of PIU procurement and submit reports with recommendation to Project Director of PIU; xv. Handle complaints and provide guidance in handling complaints; xvi. Train the officials of DAE on procurement aspects to strengthen the capacity xvii. Any other works as assigned by the PD.
Experience, Resources and Delivery Capacity Required : Following are the Consultant’s eligibility and qualifications criteria: i. Bachelor degree in engineering/Agriculture or Master Degree in any other field. ii. Membership of professional body of international repute in Procurement / Purchasing / Supply Chain will be preferred. iii. 12 years’ of general experience in Public Procurement; iv. Seven (7) years of relevant experience in a position having responsibilities with a substantial content of his / her position in the procurement area (use of internationally accepted contract documents for works, goods and services; sound understanding of principles underlying good procurement practices and international agencies’ procurement guidelines; understanding of Government’s procurement Act/Rules; analytical capability in identifying and resolving procurement issues); v. Proven working experience in procurement following World Bank’s or other Multilateral Development Bank’s Procurement Guidelines; vi. Solid working knowledge on PPA-2006 and PPR-2008. Experience in the preparation of bidding document/Request for proposal for procuring of goods, works, and services as well as evaluation of the same. vii. Knowledge and understanding of e-GP.
