| Brief Description of Assignment |

The Government of Bangladesh (GOB) has obtained a loan from Asian Development Bank (ADB) to partly finance the South Asia Subregional Economic Cooperation Dhaka-Sylhet Corridor Road Investment Project (the Project). The Ministry of Road Transport and Bridges (MORTB) is the sponsoring ministry and the Roads and Highways Department (RHD) under MORTB is the implementing agency for the project.
The scope of civil works under the Investment Project includes the Improvement of the existing 2-Lane Dhaka–Sylhet National Highway over the length of approximately 210 km into a 4-Lane divided carriageway National Highway with Service Lanes on both sides. To withstand heavy load (truck traffic) as well as extreme weather conditions, polymer modified bitumen (PMB) will be used for pavement. RHD has established a Project Implementation Unit (PIU) staffed by RHD’s own technical personnel to implement the project. The PIU is headed by a Project Director (PD) who will be the Client of the consulting service contract. PD will be the ‘Employer’ as well as the ‘Engineer’ of Civil Work contracts under the investment project. PIU will be supported by a group of individual consultants. 3 (Three) individual consultants are required to be engaged to enhance the capacity of the Roads and Highways Department (RHD) on Environmental Safeguards Issues under the Project. To maintain full compliance with the Environmental Management Plan (EMP) requirement and terms and conditions imposed from Department of Environment (DoE) and ADB’s Safeguard Policy Statement (SPS) 2009, to oversee and suggest measures of any potential environmental issues during implementation and to improve the efficiency of the overall project implementation, the Environmental Safeguards Specialist under the project will support the capacity enhancement for environmental management

The Consultant shall meet the following minimum requirements:
(i) Bachelor or Master’s degree or equivalent in environmental sciences, environmental engineering or related field,
(ii) Preferably with training on construction occupational safety and health.
(iii) With total minimum professional experience of 10 years
(iv) Project-related experience: Minimum 7 years of specialized experience in environmental impact studies and implementing or monitoring environmental management plans of developmental projects, preferably in the transport sector.
(v) Familiarity with ADB policy on environmental safeguards and on project compliance monitoring and reporting is preferred.
