INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
The assignment name is Library/Debate Management System (Including 1st to 11th Parliament Debate Digitalization). The main objective of this assignment is to digitalize all the Debates from 1st to 11th Parliament as e-Debate those are preserved in the Parliament Secretariat’s Library and Debate section. Therefore, the debates can be accessed through the web from anywhere in the Internet/Parliament Intranet. After accomplishing this assignment, any authorize member of the Parliament will be able to search, read and download any debates. This module will be integrated with the DSDL module named as “DSDL Software Application-8: Library, Research and Archiving Management System”. It will be maintained with a single dashboard for “Library, Research and Archiving Management System”.
It needs to prepare Library/Debate Management System (Including 1st to 11th Parliament Debate Digitalization) where it includes Debate Management, Editing and Publication of the Proceedings of the House, Debate Archiving, Searching, User & Dashboard features. |

The firms must meet the following minimum eligibility criteria:
1. Must be a local IT/ITES firm with minimum 5 years of practical experience of software development, scanning and archiving. Consulting firm must submit NoA/Agreements, Completion Certificates as proven documents for experience.
2. Must have minimum 30 (Thirty) software development related ICT personnel.
3. Must have experience in design, development and implementation of minimum 3 (three) Library Management / Scanning and Archiving Software including minimum 1(one) Related Project in Government Organization with contract value minimum BDT 30(Thirty) lakh.
4. Must have liquid assets as working capital or credit line minimum BDT 50 (Fifty) Lakh.
5. Must have valid updated Trade license, Income Tax Payment certificates, VAT Registration certificates.
6. EoIs will be evaluated based on the documents submitted by the consulting firm as follows (as per PPR 2008, Rule No 115(2)):
a. Company Profile/ Brochure; b. Similar Experience; c. Experience with similar working environment and condition; d. Skilled and Experienced Manpower with available logistics; e. Financial capabilities.
N.B.: Other documents except above mentioned will not be considered for evaluation. Interested firms must submit their EoI with proper indexing mentioning the above criteria |
