The Project Director of BWCSRP (Component-A) now invites eligible national consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The following lists of competencies are required to be shortlisted of Firms on reviewing EoI documents:
1. Age of the firm;
2. Similar nature of service of value minimum BDT 350.00 Lac successfully carried out in any Government/ Semi-Government/ Autonomous/ Trustee Organization/ Reputed Private Organization where similar nature of service meaning to any assignment comprising of designing, developing and implementing Web based Application/ Mobile Application/ Desktop based Application either combined or separately;
3. Number of assignment completed on software development (designing, developing and implementing Web based Application/ Mobile Application/ Desktop based Application either combined or separately) in any Government/ Semi-Government/ Autonomous/ Trustee Organization/ Reputed Private Organization;
4. Number of professionals involved in software development; and
5. Average annual turnover
It is to be noted that the Shortlisting Procedure (followed by Preliminary Examination and Final Shortlisting) is elaborated in ToR (available in BMD website: http://www.bmd.gov.bd/p/TenderWB).
The attention of interested Consultants is drawn to paragraph 1.9&1.13 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011 [updated July 2014] (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture to enhance their qualifications but should mention such formation specifically. All members of such an association should have real and well-defined inputs to the assignment, and it is preferable to limit the total number of firms in the association to three. It is to be also noted that the consulting firm must pay Professional Liability Insurance and submit Performance Security of 5% of Contract Value before contract signing.
The consulting firm will be selected through the Selection under a Fixed Budget (FBS) method of World Bank Guidelines for Selection and Employment of Consultants under IDA Credits & Grants by World Bank Borrowers updated January 2011 [updated July 2014]. |
