INFORMATION FOR APPLICANT

Brief Description of Assignment : The Government of Bangladesh (GOB) has obtained a loan from Asian Development Bank (ADB) to partly finance the South Asia Subregional Economic Cooperation Dhaka-Sylhet Corridor Road Investment Project (the Project). The Ministry of Road Transport and Bridges (MORTB) is the sponsoring ministry and the Roads and Highways Department (RHD) under MORTB is the implementing agency for the project. The scope of civil works under the Investment Project includes the Improvement of the existing 2-Lane Dhaka–Sylhet National Highway over the length of approximately 210 km into a 4-Lane divided carriageway National Highway with Service Lanes on both sides. To withstand heavy load (truck traffic) as well as extreme weather conditions, polymer modified bitumen (PMB) will be used for pavement. To widen the existing Dhaka-Sylhet highway corridor RHD engaged design consultants to finalize the alignment, design the new road and prepared necessary documents to implement the project. They conducted Initial Environmental Examination (IEE), environmental Impact Assessment (EIA) and Environmental Management Plan (EMP) for the project. As the project is red category project according to Department of Environment (DoE) of Bangladesh and category B in Accordance with ADB’s Safeguard Policy Statement (SPS) 2009, therefore, it is necessary to engage individual consultants to review and make necessary improvements on IEE, EIA and EMPs before the start of physical work, during implementation and help PIU to monitor the environmental and biodiversity issues. For this purposes, under this Service, 03 (Three) Individual Consultants (Environment Team Leader (Construction Management Expertise), Environmental Impact/Biodiversity Management Expertise and Environmental Safeguard Expert (External Monitor)) shall be engaged.
Experience, Resources and Delivery Capacity Required : For Senior Environmental Safeguards Specialist/Environment Team Leader(Construction Management Expertise) (International): The Consultant shall meet the following minimum requirements. a) Master’s degree or equivalent in environmental sciences, environmental engineering or related field. b) Preferably with advanced training on occupational health and safety, industrial hygiene, construction waste management and other pertinent trainings. c) With total minimum professional experience of 15 years. Project-related experience: Minimum 10 years of specialized experience in environmental impact studies and implementing or monitoring environmental management plans of developmental projects of similar scale, preferably in the transport sector, with demonstrated international experience in handling large scale highways and bridge projects. Familiarity with ADB policy on environmental safeguards and on project compliance monitoring and reporting is preferred. For Senior Environmental Specialist (Environmental Impact/Biodiversity Management Expertise) (International): The Consultant shall meet the following minimum requirements. a) Master’s degree or equivalent in environmental sciences, biology, environmental engineering, environmental management, or related field. With total minimum professional experience of 15 years. b) Project-related experience. Minimum 10 years of specialized experience in environmental impact studies and implementing or monitoring environmental management plans of developmental projects of similar scale, preferably in the transport sector, with demonstrated international experience in handling large scale highways and bridge projects. c) Candidates must demonstrate specialized experience in managing environmental impacts of project on natural habitats, flora and fauna. Experience with similar projects in environmentally sensitive or critical habitats is an advantage. Familiarity with ADB policy on environmental safeguards and on project compliance monitoring and reporting is preferred. For Environmental Safeguard Expert (External Monitor) (International): The Consultant shall meet the following minimum requirements. a) Bachelor or Master’s degree or equivalent in environmental sciences, environmental engineering or related field, b) Preferably with training on construction occupational safety and health. c) With total minimum professional experience of 10 years Project-related experience: Minimum 7 years of specialized experience in environmental impact studies and implementing or monitoring environmental management plans/biodiversity management plan of developmental projects, preferably in the transport sector. Familiarity with ADB policy on environmental safeguards and on project compliance monitoring and reporting is preferred.
