Bangladesh is known as a gas prone country within the petroliferous Bengal Basin. Historical exploration success of 3:1 has attracted notable IOCs to take part in exploration activities under Production Sharing Contracts (PSC). Currently more than half of the daily gas production comes from PSC. So far 28 gas fields (onshore) and one oil field (onshore) have been discovered. Despite continued exploration efforts, onshore south eastern part and most of the Chattagram (former Chittagong) Hill Tract areas remain under-explored.
Bangladesh Petroleum Exploration and Production Company Limited (BAPEX), a state owned company of Bangladesh Oil, Gas and Mineral Corporation (Petrobangla) under the Ministry of Power, Energy and Mineral Resources (MoPEMR), invites Expression of Interest (EOI) from reputed and well-experienced international oil/gas companies to carry out a joint exploration and development venture in Block-22A & 22B (excluding some structures) of Chattagram Hill Tracts District. The area is located very close to the industrial gateway as well as port city of Chittagong, which is an assured gas market having existing gas transportation infrastructure. It is worth mentioning that most of the power generation plants of Bangladesh are gas based and present gas production does not meet the requirement. Agriculture of Bangladesh is also dependent on urea fertilizer, which uses large volume of natural gas as raw material.
The operation requires state of the art standard 2D/3D seismic (or equivalent special geophysical/geoscientific survey) data acquisition, processing, interpretation and some exploratory wells drilling. Detailed information will be made available to short listed firms. The successful bidder(s) would be required to negotiate and sign a Joint Venture Agreement (JVA). |

? EOI is requested from internationally reputed Oil/Gas Exploration Company having minimum 10 years’ experience of which at least 5 years’ international experience (outside the bidder’s home country) in the relevant fields will be given preference. The Company must have a full complement of staff capable of conducting such exploration/production operations.
? A firm may associate itself with other firm(s) limited to maximum TWO companies to enhance their qualifications (total NOT more than THREE companies). In case of JV/Consortium, the Lead Bidder (to be named as Operator) must have the mentioned qualifications.
? The Lead Bidder must be a current operator of at least one onshore acreage with daily production of 10,000 BBLD of oil or 100 MMCFD of gas.
? At least one exploration/production experience in similar hilly areas will be an added qualification.
? Companies, registered in the countries, which have no diplomatic relation with the People’s Republic of Bangladesh are not eligible to participate in the EOI.
? Materials, Equipment, Plants, Supplies, Personnel/Sub-Contractors to be used/hired in this venture shall not have their origin/registration in such Countries which have no diplomatic relations with the People’s Republic of Bangladesh.

Interested Oil/Gas Exploration Companies having above-mentioned qualifications are requested to submit two signed hard copies of EOI in sealed envelopes (one original and one copy) to the following address (followed by E-mail) with the following documents:
? Certificate(s) from Government/Regulator/State Oil/Gas Company testifying Company’s past 10 years’ relevant experience as an operator responsible for exploration, development and production in onshore areas. If the bidders represent a JV/Consortium, associated partners should have at least 5 years’ experience in the relevant fields.
? Certificate(s) from Government/Regulator/State Oil/Gas Company testifying that the Company is currently producing the requisite amount of oil/gas as an operator;
? Certificate of Incorporations (of all JV/partners) from the relevant Government Agency having jurisdiction;
? Articles of Association, Memorandum of Association or equivalent legal document, as an evidence of legal status of the Company;
? Documents or financial statements showing working capital of minimum USD25 million to carry out exploration operations. Must submit latest three years’ audited reports/annual reports of the Lead Bidder and partners.
? Evidence of Joint Venture (if applicable).
Upon receipt of EOIs, the interested companies that are deemed best suited to perform the operation will be short-listed. Request for Proposal (RFP) document will be sent to the short-listed companies. |
