INFORMATION FOR APPLICANT

Brief Description of Assignment : Selection of the 1. Digital Centre Service Integration Expert: • Developing formulate necessary policies/ guideline framework for operating Digital Centre. • Integration of services to facilitate digital centre entrepreneur for providing services to citizen. • Integration of voice platform with ekSheba for facilitating citizen to get services through digital centre entrepreneur. • Developing Business Model for the e-service outlets at various tiers of Local Government Institutions. • Capacity Development of 15000+ Digital Centre entrepreneurs. • Expanding 200+ franchise Digital Centre in countrywide; • Coordinating with different agencies for implementation of Digital Centre franchise model; • Developing Digital Centre entrepreneur welfare fund policies/ guideline framework for operation. • Developing national capacity development framework to improve assisted access service points – Digital Centre entrepreneurs and voice platform operators. • Developing 64 e-Learning Centre for Digital Centre network. • Developing GIS mapping for locating Digital Centre nationwide; • Conducting 2 Digital Centre service promotion fair to reach the unreached citizen. • Maintain current and establish new partnership with donors, national and international organizations • Regular monitoring, data collection and prepare monthly, quarterly and yearly report for organization and donors; • Coordinate with field offices for countrywide online and offline campaign programs with various stakeholders 2. Social Safety Net Service Development Expert • Prepare detailed work plan regarding Social Safety Net Service development and digitization; • Maintain current and establish new partnership with donors, national and international organizations; • Arrange 15 batch training for central officials on digital SSN payments; • Arrange 40 batch training for field officials on digital SSN payments; • Support to prepare results management framework for the project; • Prepare a detailed plan for the implementation of Social Safety Net Helpline through 333; • Development of Contents on Services under Social Safety Net Program for providing information through SSN Helpline; • Implementation of complaint management system to redress beneficiary’s complaints regarding services under Social Safety Net Program; • Arrange capacity development training for helpline agents and relevant govt. SSN officer; • Regular monitoring project activities, data collection and prepare monthly, quarterly and yearly report; • Coordinate with field offices for countrywide online and offline campaign programs with various stakeholders 3. Service Implementation Expert (Agent Banking) • To coordinate and support with different agencies for implementation of new services in Digital Centers • Maintain current and establish new partnership with different government or non-government sectors, financial services providers, with banks and other relevant stakeholders • Providing project cycle management and financial reporting support • Providing user perspective for developing online service platform and its implementation • Capacity development for Entrepreneurs • Coordinate with the relevant team to ensure their support for field research and develop Quarterly report • Coordinate with field offices for countrywide online and offline campaign programs with various stakeholders • Support to develop promotion plan and implementation of the same for the awareness of the Digital Center agents • Support to conduct necessary workshop, seminar for enhancement of digital centres 4. E-Chalan Implementation Expert • Analysis the existing system and finalize requirement for P2G electronic payment system (e-challan). • Identify priorities services to introduce e-challan system for digital payments and prepare a priority services list for scaleup. • Prepare plan for the implementation of e-challan for relevant Ministries and Departments. • Support to hire technical firm to develop the e-challan system and coordination for smooth operation. • Ensure development and installment of e-challan system • Develop partnership with relevant Ministries, Financial Service provider and other governments organizations to introduce e-challan for government payments 5. Services Implementation Expert (P2G) • Analyze and prepare a priority service list for P2G Payment platform • Assist to develop partnership with 20+ Government Agencies, private organisations for P2G Payment platform • Completion of 20+ Memorandum of Understanding (MoU) and Service Level Agreement (SLA) with relevant stakeholders for implementations of P2G Payment platform. • Coordinate with 40+ relevant agencies, financial service providers, other relevant partner’s and stakeholders for smooth implementation of the platform. • Arrange and facilitate training sessions and workshops for government officials, other agencies and Digital center entrepreneur’s on electronic payment. • Develop dispute/grievance resolution mechanism for smooth operation of P2G Platform especially for citizen, banks and billers. • Track and monitor day to day transaction and identify issues related with customers, billers or payment service providers and ensure resolution of the issues on time • Develop 03 campaign design/plan for P2G payment platform and electronic payment and ensure proper execution of the campaign plan at the field level. • Support to produce 50+ various content types including e-mails, social media posts and moderate of P2G payment platform. • Contribute to assist in drafting contents and articles website, blog and facebook post; on both platforms • Assist DFS team in preparing promotional materials for national and international events • Monitoring ekSheba Bill pay wallet and regular coordinate with the digital center entrepreneurs for onboard to ekSheba Bill pay System Design and conduct training and workshop for capacity development of relevant government agencies. Develop promotional logistics and ensure online and offline promotion of e-challan system Design and conduct training/ workshop for Digital Center entrepreneur for implementing e-challan from Digital Center Enable 40 services for electronic payments Ensure availability of e-challan services from Union Digital Centers (UDCs) and other community access points.
