INFORMATION FOR APPLICANT

Brief Description of Assignment : The Social & Livelihood Support component to be implemented by NGOs would have the following objectives: a) Providing essential services (social, and economic services to women and children) to support increasing productivity and incomes, reducing livelihood risks and improve food security and nutritional status. Ultimately the interventions would lead to improve socio-economic condition and position of CDSP-B (AF) targeted extreme poor HH, ensure more equitable distribution of project benefits; resources and opportunity thus improve leadership of beneficiaries, gender equality and empowerment of women in the chars as well as household level climate change adaptation that cannot be provided by government agencies at this early stage of development of CDSP chars. b) Enabling micro-finance services, which will enable poor project beneficiaries to take advantage of the improved livelihood, all subcomponents, environment and infrastructure. NGOs will support with their own fund for micro-finance activities in project area as this sub component is not included in CDSP- B (AF) phase. c) Supporting the activities of government implementing agencies for CDSP-B (AF), such as for water and sanitation, where NGO’s will form DTW user groups and organise the installation of sanitary latrines. d) Promoting human rights and legal awareness; especially for women. e) Homestead agriculture and value chain development to develop individual homestead area with implementing various technologies to support production of vegetables, fruits and other crops involving skill women community. f) Poultry livestock and fishery are essential part and parcel of coastal community which was experienced in previous phases and hence technology of breed development, beef fattening and related other commercialization concept of these sub-components will be undertaken. g) Agricultural (agriculture, P&L, fishery) Communication Information Technology (ACIT) program is an added support for farmers within easy reach of modern technologies of project area by developing Apps.
Experience, Resources and Delivery Capacity Required : Several selection criteria are proposed for selecting MFIs for this purpose: a) At least 5 years of demonstrated experience of successfully running microfinance and other development programs in the coastal Upazila of Noakhali, Chattogram, Laxmipur and Bhola districts. Existing NGO(s) will be given preference operating in project areas. b) Either must be an active partner organization of PKSF with approval of running microfinance programs in the coastal Upazila and in the project area; or in case of non-PKSF partners, the potential NGOs must demonstrate adequacy of funds from other sources excluding members’ savings. c) The prospective NGO must have license from the Microcredit Regulatory Authority (MRA) for running microfinance program. d) Must have overall financially viable microfinance operations (FSS >100). e) Institutional capacity to manage microfinance as well as other social and economic development activities. f) Provision of specialized micro-finance products that meet the requirement of char dwellers. These include loans for the ultra-poor on more flexible and attractive terms, loans for marginal and small farmers, and seasonal loans. g) Have experience in livelihood support components such as Water and Sanitation, Legal and Human Rights, Homestead Agriculture and Value Chain Development, Poultry and livestock & Fisheries. h) Details of experience, resource and delivery capacity are furnished in the working papers. Interested NGO-MFI/Consulting Firms are requested to provide information indicating that they are qualified to perform the services. Brochures will also include the registration number with MRA and TIN and VAT number, updated trade license, list of available appropriate professionals showing qualification and experience, summarizing their facilities and areas of expertise with administrative strength and financial capacity. The financial capability shall be shown as Financial Turn Over supported by audit report by a registered Audit Firm for the last three years. Joint venture with other service providers also be allowed according to PPR-2008, Article 54.
Other Details (if applicable) : The shortlist for NGO-MFI/Consulting Firms will be done for each package separately. So, interested NGO-MFI/Consulting Firms who wants to participate for more than one package should submit EOI for each package separately. It is mandatory for marking the Package name on top of Envelop clearly. The Interested NGO-MFI/Consulting Firms may obtain further information from the office of the procuring entity.
