Bangladesh Government has adopted Healthcare Financing Strategy (HCFS) 2012-2032 with a view to reducing OOP by half i.e. 32 percent by 2032 from 64 percent in 2012. According to HCFS, the potential way to reduce OOP payment is introducing social health insurance for all and to manage social health insurance system in Bangladesh, a regulatory body e.g., National Health Security Office (NHSO is necessary. In designing NHSO, it is imperative to gather experience from countries which are implementing such type of social health insurance program.
Owing to the above, Health Economics Unit (HEU) has decided to conduct a study titled “National Health Security Office (NHSO) in Bangladesh: Design and Structural Aspect Based on Learning From Success Countries”. The objective of the study is to design administrative structure including IT setup of NHSO; to make its draft rules of business and Recruitment; its Promotion and Posting Rules; and to make proposals regarding its sources of finance, fund management system, GRS procedure, the necessity of new relevant laws or amendment in existing laws; and policy advocacy to the Government.

To be selected, the organization must have the following:
• Familiarity with the Health, Nutrition, and Population Sector Program
• Extensive expertise on healthcare related exercise
• Proven ability to manage and conduct large data set
• Expertise in use of STATA/SPSS statistical software for data analysis
• Proven expertise in quality report writing & policy recommendations in English
