INFORMATION FOR APPLICANT

Brief Description of Assignment : The Peoples Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) and grants from other co-financing agencies towards the cost of the Urban Primary Health Care Services Delivery Project – Additional Financing (UPHCSDP - AF) under Local Government Division (LGD) of the Ministry of Local Government, Rural Development and Cooperatives and it intends to apply part of the proceeds of the loan and grants to engage Biennial Fiduciary Review Firm (consulting firm) to provide Consulting Services. UPHCSDP – AF on behalf of LGD, MLGRD&C now invites Expression of Interest from reputed Audit Firms of ADB member and non-member countries for short-listing in order to provide consulting services in the area of fiduciary review for Partnership Areas Non-Government Organizations (PANGOs) under UPHCSDP-AF.The objectives of the consulting services are to carry on fiduciary review of PANGOs to ensure smooth and effective implementation of the project, and ensure efficiency and transparency in the use of project funds by assessing health services delivery performance and existing financial management, internal controls and accounting practices of PANGOs. The consultant will undertake holistic review of health service delivery contract performance, financial management and reporting.
Experience, Resources and Delivery Capacity Required : The Audit Firm will have at least 10 years experience of undertaking fiduciary assessment and or audit related to financial or other special issues of large organizations and government units. The firm should have experience in conducting independent assessments of the accuracy of an organizations financial statements and practices, which includes reviewing records and looking for instances of mismanagement, and have expertise in clinical quality assurance and processes, monitoring and evaluation of large scale health programs, assessment of clinical staffing, recruitment practices, compensation, and benefits, and procurement of drugs and equipment. Previous experience working with multilateral development banks such as ADB and the World Bank in Bangladesh and/or other South Asian countries will be an advantage. The firm should have a team comprised of a variety of experts to ensure that the assignment benefits the urban health financial system. The consulting service will be required for 4 (four) calendar months and the assignment location will be in Bangladesh.
Other Details (if applicable) : A consulting firm will be selected following the Consultants Qualifications Selection (CQS) method in accordance with the procedures set out in the Guidelines on The Use of Consultants by Asian Development Bank and its Borrowers, March 2013. The EOIs will be evaluated based on the complete information provided in the Template for Expression of Interest (Consulting Firms).
