2. This project objectives:
• Increasing agricultural production by providing water resources management infrastructures (145 nos of New sub-project, 90 nos additional sub-project and 9 nos of flagship sub-projects).
• Establishing and strengthening of Water Management Co-operative Association (WMCAs) for sustainable Operation and Maintenance (O&M) of the sub-projects
• Increasing farmer’s income by providing agri-business-related facilities, training, and non-farm activities.
The National Firms will be engaged to provide support for Detail FS (PRA & FS) and DD.

| Brief Description of Assignment |

3. The scope of the service includes:
I. Package-SD-03 (50 nos Detail FS and 40 nos Detail Design)
a) Collection of data (Engineering, agricultural, fishery, socio-economic, environment etc.) for Detail FS (PRA&FS) and DD.
b) Prepare detail feasibility studies (PRA & FS) report supported by appropriate analysis only if the sub-project is found to be feasible by conducting PRA.
c) Prepare Detail Design of sub-project including engineering survey, necessary data collection such as geotechnical, hydrological data for hydraulic infrastructure.
d) Design with latest software (Preferably latest version of STAAD Pro) must be used.
e) Prepare Drawing and Social management systems for Water Resources Development (WRD).
The firm is required to provide expert in the following fields:
1) Screening, selecting, validating, planning, designing, implementation and management of Water Resources Development (WRD) for agricultural development;
2) Agricultural development of WRD;
3) Fisheries development in WRD;
3) Socio economic consideration regarding WRD for agricultural development;
4) Gender and development regarding WRD for agricultural development;
5) Engineering analysis for preparing WRD for agricultural development;
6) Environmental and social management systems for WRD for agricultural development:
4. Detail FS (PRA& FS) & DD shall be completed within approximately Twelve (12) months.

5. Local Government Engineering Department (LGED) now invites eligible firms to show their interest in providing the related services. Interested firms must provide information indicating that they are qualified to perform the services.
The EOIs would be reviewed on the basis of the following: (Submission of EOI as per “Form-A” and ‘’ Short TOR” which is available in http://www.lged.gov.bd/Procurment.aspx?ProcurmentType=4 this Link)
a. Legal establishment of the firm (updated TIN and VAT registration no., trade license, etc.)
b. Availability of key professionals to carry out the assignment (Name, Date of birth(age), mention academic qualification & length of experience(yr)).
c. Organizational capacity of the firm.
d. Total no. of full time staff and no. of staff in Pay-roll and List of Key Professional Personnel.
e. Financial capacity of the firm (Turnover of last 3 years)
f. Experience of the firm in similar task/assignments in last seven years (example of past experience of similar nature and for complexity including cost and duration of the assignment. Year counting backward from the date of publication of EOI in the newspaper)
g. Experience of the firm in other works in last five years (example of past experience including location, cost and duration Year counting backward from the date of publication of EOI in the newspaper)
h. Organization’s Brochure
6. Consultants may associate with other firms to enhance their qualifications, and, if association, should mention whether the association is in the form of “joint venture” or “sub-consultancy”. In the form JV the number of the firms should be two including the Lead firm. Any firm or JV can participate in all packages or any single package.

7. A consulting firm will be selected in accordance with the Selection of Fixed Budget System (FBS) procedures as set out in Standard Documents according to PPR-2008. Interested firms may obtain further information at the address below during office hours. A shortlist of firms will be prepared, from the expressions of interest, for requesting proposals for this assignment.
8. 1 (One) Original and 1 (One) copy, total 2 (two) numbers for each package of EOI shall be submitted in a sealed envelope through Registered post, or delivered by hand, subscribing of “ Detail Feasibility Study { Participatory Rural Appraisal (PRA) & Feasibility Study (FS)}” and “Detail Design (DD)” and Package Number for Small Scale Water Resources Development Project (Phase-2) on top of the envelope to the following address by 2:00 pm, Date: 05/01/2022.
