| Brief Description of Assignment |

Development of Face Recognition based Identity Verification system and OCR (for NID) for pensioner life verification, the main components are:
? Face Recognition based Identity Verification Model
? OCR for NID Bangla and English text extraction
? Web Service or API for handling face verification and OCR processing

The implementing firms must prove their technical ability and operational strength to undertake and move this work forward without any hindrances in terms of the following key criteria:
? Reputed Firm(s) who have minimum 4 (Four) year experiences in Bangladesh about Software and Service development;
? Must have experience of developing Machine Learning based Software Solution in Key Point Installation (KPI) organization under Government of Bangladesh.
? The firm(s) must have practical experience (ongoing or successful completion of at least two contracts) of developing face detection/recognition/verification-based system during the last 5 (Five) years;
? Minimum 3 Face Recognition based Project (ongoing/completed) within KPI organization of Government of Bangladesh
? The firm(s) must have sufficient and experienced System Architect, Database Architect, Software Engineer, DevOps Engineer, AI and Deep Learning expert;
? The firm(s) should demonstrate its management capability (brochure and other documents describing similar assignments, experiences, availability of appropriate professional staffs and experiences among applicant’s staffs, resources to carry out the assignment) in managing similar projects;
? The firm(s) should also demonstrate its logistical capability, i.e., well-equipped office space, necessary equipment for Deep Learning system with necessary facilities;
? The firm(s) must have the sufficient amount of liquid assets, i.e., working capital or credit line(s) of 1 (one) crore supported by competent documents;
? The firm(s) should have valid up to date trade license, TIN with up-to-date TAX return certificate and VAT registration certificates;
? In case of limited company, the firm must submit Certification of Incorporation;
? The firm(s) should provide a detail specification module (including the Technology to be used, Technical Approach and Methodology, Work Plan) of the software as per understanding of the firm;
? In case of joint-venture, any of the companies must have the similar experience and the Lead Partner must meet the rest of the qualification criteria separately.
? The base system and its code have to be copyrighted as Intellectual Property under Bangladesh Copyright Office and the rights has to be transferrable so that Finance Division can use the system and its code with necessary changes as and when required. |
