| Brief Description of Assignment |
: |
The consultant’s duties and responsibilities will include but not necessarily be limited to the following (Details are specified in the TOR):
The objectives of this assignment are:
(a) Present the vision of the Father of the nation Bangabandhu Sheikh Mujibur Rahman.
(b) Present the visionary initiatives taken in telecom sector by the Sheikh Hasina, Honorable Prime Minister of Bangladesh.
(c) Present the initiative of Honorable ICT advisor of Prime Minister Mr. Sajib Wazed Joy, Architect of Digital Bangladesh.
(d) Present the initiative of Honorable Minister Mr. Mostafa Jabber Ministry of Posts & Telecommunication.
(e) Recent Initiatives of Honorable Chairman, Mr. Shyam Sunder Sikder, BTRC
(f) Present the remarkable history of telecom sector in Bangladesh.
(g) Present the success stories of the Government in growth of telecom sector.
Content Outlines are:
(h) Present a brief history of telecom sector of Bangladesh.
(i) Narrative of the vision of Bangabandhu in structuring the telecom infrastructure.
(j) Narrative of the visionary initiatives taken in telecom sector by the Prime Minister and the ICT Advisor to the Prime Minister.
(k) Present the achievements of BTRC.
(l) Briefing on the future plans of BTRC.
(m) Quantitative and qualitative analysis of telecommunications services.
(n) Socio-economic impact of the growth of telecom sector.

| Experience, Resources and Delivery Capacity Required |
: |
(a) The tenderer must have Ten (10) years of general experience in providing services to Government/ Multinational Companies/ Association/ Private Entities.
(b) The tenderer must have Ten (10) years of experience in AV Production/ Docudrama/Teledrama.
(c) The tenderer should have proven minimum 10 years’ experience for recruiting A grade director for TV Documentary and Animated Film Director as per client’s requirement.
(d) The tenderer must have successfully completed at least three (03) assignments for Government/ Multinational Companies/ Association/ Private Entities.
(e) The tenderer must have successfully completed at least one (01) assignment of similar nature; i.e., representative of an organization, for Government/ Association with value minimum of 18 lac (Taka Eighteen Lac Only) with single contract in last two (02) years.
(f) The required average annual turnover of the tenderer at least of the amount of BDT 4 core (Taka Four Crore Only) over the last three (03) years.
(g) The minimum amount of liquid asset or working capital or credit facility is BDT 1,25,00,000 (Taka One Crore Twenty-Five Lac Only) supported by documentary evidence as per tender document.
(h) Financial Statement to be audited by professional audit companies.
(i) Must submit all legal documents including Updated Trade License, Update VAT, TIN Certificate, Updated Tax Clearance Certificate (2021-2022).
(j) Must submit Required Professionals list (including education and experience) as per the TOR.
(k) Tenderers may participate in the procurement proceedings forming a Joint Venture (JV) by an agreement, executed case by case on a non-judicial stamp alternately with the intent to enter into such an agreement supported by a Letter of Intent along with the proposed agreement duly signed by all legally authorized partners of the intended JV and authenticated by a Notary Public, with the declaration that the partners will execute the JV agreement in the event the Tenderer is successful.
