Brief Description of Assignment |
: |
Implementation Monitoring & Evaluation Division (IMED) of the Ministry of Planning, Government of the People's Republic of Bangladesh intends to engage 9 (Nine) Individual Consultants for post-review of procurement activities of 9 (Nine) different organizations against the following packages under the revenue budget of the government.
1. SR/2021-22/CPTU-1a: Post Procurement Review Consultant Bangladesh Inland Water Transport Authority;
2. SR/2021-22/CPTU-1b: Post Procurement Review Consultant Bangladesh Rural Electrification Board;
3. SR/2021-22/CPTU-1c: Post Procurement Review Consultant Public Works Department;
4. SR/2021-22/CPTU-1d: Post Procurement Review Consultant Education Engineering Department;
5. SR/2021-22/CPTU-1e: Post Procurement Review Consultant Director General of Family Planning;
6. SR/2021-22/CPTU-1f: Post Procurement Review Consultant Bangladesh Water Development Board;
7. SR/2021-22/CPTU-1g: Post Procurement Review Consultant Local Government Engineering Department;
8. SR/2021-22/CPTU-1h: Post Procurement Review Consultant Department of Public Health Engineering ;

The consultant shall –
a. Verify the procurement and contracting proceeding executed by the procuring entity and identify non-compliance with the Procurement Act and Rules, if any;
b. Verify whether PE has used Standard Tender Documents in its procurement transaction & put necessary information in tender Data Sheet and other formats correctly;
c. Verify, to the extent possible, whether the Goods, Works and Consulting Services contracted were supplied and/ or completed according to the required specifications and technical standards;
d. Identify inappropriate practices or questionable decisions and/ or actions;
e. Verify whether documentation and record keeping systems that are in place are adequate for ensuring post review requirements;
f. Verify whether goods and works exist at intended locations and are being used for the purposes they were acquired;
g. Determine remedies to correct the identified deficiencies. |

Implementation Monitoring and Evaluation Division (IMED), Ministry of Planning, Dhaka. Bangladesh now invites eligible applicants to indicate their interest in providing the above services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the assignment. The following qualifications and experiences of the applicants are required for the assignments and they are required to substantiate the documentations presented for the assignment during interview:
(i) The applicant has a graduation/master degree in Public Procurement Management, Procurement and Supply Chain Management, Engineering, Business Administration, Economics, Statistics, Management, Accounting, Finance, Marketing or any subject of Science/Social Science. Three-week training on public procurement management will be considered as an added advantage.
(ii) The candidate has 10 (ten) years’ working experience in the field of government procurement or have had responsibilities with a substantial content of his/her position in the procurement area (e.g. use of internationally accepted contract documents for goods, works and consulting services; sound understanding of principles underlying procurement practices; understanding of GoB’s procurement rules and procedure, ability in identifying and resolving procurement issues). The applicant has experienced with the procurement transactions following development partners’ procurement guidelines/regulations, including recent updates in procurement policy and its implication in the project, standard procedures and tender documents for goods, works and services. The applicant is required to have knowledge on e-GP system of Bangladesh which includes preparing e-tender document, processing procurement through e-GP portal, reviewing tender documents & evaluation reports, etc.
(iii) The applicant has strong communication skills in presenting, discussing and resolving difficult issues, ability to work efficiently and effectively in a multi-disciplinary team; fully conversant and possesses skills in MS word, Excel, Power Point and other software applications on monitoring system. Troubleshooting skills will be considered as an added advantage.
Expressions of Interest (EOI) must be submitted along with application using Request for Application (RFA) within 5 pm of 15 December 2021 either in sealed envelope clearly marked “EOI for conducting Post Procurement Review” for the specific package/s and sent directly to the office of the Director General, CPTU, IMED or through email to cptudd3@cptu.gov.bd. The RFA and detailed Terms of Reference (ToR) will be available upon request either through email (cptudd3@cptu.gov.bd) or contact in person at the Office of the Director General, CPTU. Late submission will not be considered. |
