INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
The BHTPA seeks to recruit an experienced transaction advisory consultancy firm to structure a performance-based contract and bring on board a private operator, with a long track record of managing software technology parks or similar facilities and successfully promoting it and acquiring new tenants, for operating and maintaining Vision 2021 Tower STP 2 in Dhaka. |

The shortlisting criteria are:
1. Experiences:
i. The Consulting Firm should have minimum 10 (ten) years’ experience in the field of providing consultancy services preferably in advisory services in business transaction/ Transaction Advisory Service Provider/ Feasibility Study in PPP contract or related activities.
ii. The consulting Firm should have minimum two (2) specific experiences each with minimum BDT 2.8 (BDT two point eight) crore or USD 3,30,000.00 (three hundred thirty thousand) separately during last ten (10) years. The years will be counted from the date of publication of REOI. Completion certificate with amount is required. No NOA/Contract Agreement/Purchase Order will be accepted for evaluation.
iii. The Consulting firm may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. The Joint Venture/Intended to Form Joint Venture must be in Non-Judicial Stamp of Value BDT 300.00. Otherwise, the EOI will be treated as non-responsive.
2. Management Competence:
All information such as the company age (incorporation certificate), legal status like - company registration certificate, up to date trade license (minimum up to December 2021), VAT registration certificate and up to date Income Tax clearance certificate (at least up to 2021), last 03 (three) years (2018, 2019 and 2020) audit report (only summary part), organizational structure (brochure) of the firm or the Joint Venture/consortium (in case of JVAC) will be assessed to judge the management competency of the firm/JV.
3. Technical Competence:
The EOI should summarize the diversified experiences of the firm (or combined experiences of the JV) supported by project sheets detailing the technical experiences in related service areas.
4. HR Competence:
The EOI should demonstrate the availability of pool of qualified and experienced experts with the firm and/ the consortium.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers, Procurement in Investment Project Financing, Goods, Works, Non-Consulting and Consulting Services, Fourth Edition, November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. |
