| Brief Description of Assignment |
: |
The purpose of this study is to assess the technical, economic, and financial feasibility of the 400 (±10%) MW Combined Cycle Power Plant Project at Mymensingh along with environmental and social assessments. The scope of this assessment includes Feasibility Study, Environmental Impact Assessment (EIA) and Social Impact Assessment (SIA) and preliminary design for best proven technology for the power plant project at Char Iswardia Mouza, under Mymensingh Sadar of Mymensingh district. The Power Plant type shall be base load power station. In carrying out this study, the consultant shall address the following study area considering all seasonal variation:
1. Detailed Feasibility Study of the base load 400(±10%) MW Gas/LNG Based Combined Cycle power plant project.
2. Environmental Impact Assessment (EIA) projecting cumulative impact assessment of the power plant project.
3. Social Impact Assessment (SIA) of the power plant project. |

1. Application has been invited from the competent consulting firm[s] who have qualification and experience of completing 2 (two) nos. of Feasibility Study for Combined Cycle Power Plant within last 15 (fifteen) years.
2. The firm may associate with other firm[s] in undertaking this assignment but no firm should form association with more than one group.
3. Applicants should have competent/qualified manpower mentioned in the Terms of Reference (TOR). |

1. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. Consultant will clearly mention the form of the association in the EOI, i.e. joint venture or sub- consultancy.
2. Detailed scope of work will be available in the TOR which can be downloaded from the website of B-R Powergen Ltd. (www.brpowergen.gov.bd) after the date of publishing of EOI.
3. A consultant firm will be selected under QCBS method.
4. Expression of Interest (EOI) shall be submitted in three hard copies (1 original & 2 photocopies).
5. Evaluation criteria:
Interested Consulting firms must provide information indicating that they are qualified to perform the services. The EOI’s will be evaluated on the basis of the following criteria:
• Age of firm
• Availability of key professionals
• Experience of the firm in similar task
• Experience of the firm in other works
• Resources & Support services of the firm
While indicating information relating to experience of the firm in similar task, it shall be made clear whether responsibility of the firm was in capacity of a principal firm (lead partner) or as an associated firm (sub-consultant/JV partner). |
