| Brief Description of Assignment |

The consulting services (“the Services”) include development of database for beneficiary/community profiling and AIGAs, and real time survey and monitoring for community tracking. |
| Experience, Resources and Delivery Capacity Required |
: |
The qualification and experience requirement of the consultant are:
• A registered consulting firm with 10 years of working experience in information and communication technology (ICT);
• Specific experience of minimum 03 years in development and management of web-based platform;
• Experience in development of web-platform for Micro Finance Institutions will be treated as added advantage;
• Experience of working under donor funded projects will be an added advantage;
• The consulting firm will have sufficient and relevant managerial, financial and organizational capabilities and logistics for the assignment; |

Attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (Revised on November 2017 & August 2018) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. It is preferable to limit the maximum number of joint venture partners in 03 (three) including the Lead partner. Although the lead firm in the joint venture will provide the core expertise, each partner of the JV has to be reasonably qualified to take over the responsibilities and role of any of the partners that may fail to perform or withdraws.
A Consultant will be selected in accordance with the Quality and Cost-based Selection (QCBS) method set out in the Procurement Regulations.
