The Government of People’s Republic of Bangladesh has received loan from the World Bank to finance Western Economic Corridor & Regional Enhancement Program (WeCARE) Phase-I, Jhenaidah-Jashore Highway(N7) Improvement Project and intends to apply part of the proceeds for Gender and Gender -based Violence(GBV) Expert individual Consultancy Services.
The broad scopes of consulting services (“the Services”) include carrying out following in the project.
1. Support the PIU to ensure equitable distribution of benefits across gender and recommend measures for mitigating and managing any adverse gender impacts including potential impacts related to GBV.
2. Check all associated reports, data, and procedure as instructed by PIU.
3. Ensure that all gender related risk-impacts and their mitigation measures are conducted in accordance with GOB and World Bank policies (Environment and Social Framework-ESF) but at the same time aids with timely implementation of the project.
Expected date for commencement of the services is January’2021 and the tentative duration of the entire assignment is about 30(Thirty) months. A draft TOR can be found at the following website: (www.rhd.gov.bd or can be obtained at the address given at the top of the letter heard).

The Roads and Highways Department (RHD) under Road Transport and Highways Division, ministry of Road Transport and Bridges, Government of Bangladesh now invites eligible Individual to indicate their interest in providing the Services. Interested Individual should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The consultant should have an appropriate post-graduate degree in Social Science/ Social Work/ Management / Anthropology/ Extension and Communication/ Mass Communication/ Gender Studies or equivalent qualification in a related field. Some formal training/ course on gender planning and analysis would be beneficial. The short listing criteria are:
1. Experience in the area of gender, social development or social management of large scale development projects preferably in road construction or transportation infrastructure up-gradation projects.
2. Operational experience on the ground in low- and/or middle-income countries in the implementation of programs related to violence against women and girls, sexual exploitation and abuse, gender, and child protection;
3. Experience in preparation or implementation of social safeguards or gender assessments for large scale road/ transportation projects for an Implementing Agency or a Supervision Consultant Firm.
4. Experience in World Bank funded road/ transportation projects.
The attention of interested Consultants is drawn to the Section III, Para 3.14,3.16, and 3.17 of the World Bank's” Procurement Regulations for IPF Borrowers, July 2016 and updated in November 2020,” setting forth the World Bank's policy on conflict of interest.
