REQUEST FOR EXPRESSIONS OF INTEREST FOR SELECTION OF INDIVIDUAL CONSULTANTS for the position of (i) Web Developer (ii) Program Team Leader (iii) Financial Management Specialist, (iv) Senior Audit Specialist for external audit and (v) Junior Audit Specialist for external audit. |

The consulting services (“the Services”) includes but not limited to: (1) Web Developer: The Web Developer will work as a full-time member of PIU and will work under supervision of ICT Unit of LGED. The Web Developer will work in a team and have a significant role in maintenance, enhancement and development related activities of various software applications of LGED, (2) Program Team Leader: The Team Leader will supervise all aspects of program implementation and work in close cooperation with the PD and other relevant staff. The objective of the assignment is to: (i) support Project Director (PD)in planning, coordinating and monitoring Program implementations with due quality assurance for all activities of the Program; (ii) Lead and supervise implementation of all physical works in close collaboration with the other consultants and (iii) Lead and supervise all consultants activities ( both individuals and firms), (3) Financial Management Specialist: The Financial Management Specialist (FMS) will be appointed as the lead person of the Finance Section of the PMU to ensure fiduciary safeguards while facilitating the financial management support to implementation of all the components of the program, following the World Bank guidelines and government rules and procedures, (4) Senior/Junior Audit Specialist for external audit: LGED is exposed to mainly two audit directorates under the jurisdiction of the CAG, namely: Foreign Aided Projects Audit Directorate (FAPAD) and Works Audit Directorate. The number of pending audit observations of LGED with the two Audit Directorates is around two thousands with different stages of maturity and risk levels. The pace of settlement of observations of Works Audit Directorate is slower as compared to FAPAD, as a result a bulk of pending Works Audit observations accumulated over the years. It needs a ‘big push’ to settle those pending audit observations. Consultant support to Audit Cell will make the ‘push’ which is required to resolve accumulated audit observations. Details are provided in the Terms of References (TORs) of the respective assignments.
The qualifications and experiences required for the assignments are:
1 Web Developer [Contract Package No. SD3-2(1)]
Duration: 21(twenty one) Man-Months 1
(one) • 4 (four) years bachelor degree in Computer Science/ Computer Science and Engineering/Information Technology from any reputed university accredited by university grants commission or equivalent body. • Minimum of 7 (seven) years of relevant working experience including web application development, database management and system requirements analyzing & designing out of which 5 (five) years of experience dealing with progressively large-scale ICT projects for GoB/Development Partner’s organization
2 Program Team Leader (Contract Package No. SD4-1)
Duration: 21(twenty one) Man-Months 1
(one) • Bachelor’s degree in Civil Engineering with post graduate degree in Transportation/Highway/Structural/Pavement/Geotechnical Engineering. Contract/Construction Management degree will be preferred • Minimum 25 (twenty five) year of general experience out of which 20 (twenty) year of experience in planning, project management and implementation of rural infrastructure construction and maintenance works;
• At least 5 (five) year experience as a TL/PM. Experience of bridge construction and maintenance project financed by Multilateral Financing Institution will be an added advantage
3 Financial Management Specialist (Contract Package No. SD10-1)
Duration: 21(twenty one) Man-Months 1
(one) • Master’s degree in Accounting/Finance/Commerce/Business or a professional accounting qualification (CA, ACCA, CPA, CFA, CMA, CIMA or equivalent). • At least 10(Ten) year experience in financial management out of which preferably three years in a management position in any government / semi government/ multinational organizations/ donor funded development program.
4 Senior Audit Specialist for external audit (Contract Package No. SD30B-1)
Duration: 21(twenty one) Man-Months 1
(one) • Master’s degree in related discipline from a reputed university • At least 20 year experience in the field of audit, preferably in the public sector organizations, in which 10 years in senior positions
5 Junior Audit Specialist for external audit (Contract Package No. SD30B-2)
Duration: 21(twenty one) Man-Months 1
(one) • Master’s degree in related discipline from a reputed university. • At least 10 year experience in the field of audit, preferably in the public sector organizations

The Local Government Engineering Department (LGED) now invites eligible Applicants to indicate their interest in providing the services. Applicants are invited to provide information indicating that they are qualified to perform the services (complete CV with other details and expected remuneration).
The Consultants will be selected using the Selection of Individual Consultants method in accordance with “The World Bank’s Procurement Regulations for IPF Borrowers, July 2016(Revised November 2020)”. It is expected that the services will be commenced on December, 2021 and shall be completed on August, 2023 for each of the above-mentioned package at the office of the undersigned.
Interested Applicants may obtain the Terms of Reference (TOR) upon request from the address provided below either by e-mail or in person during the office hours. The TOR is also available at the LGED website (www.lged.gov.bd).
Expressions of Interest must be delivered in a written form to the address below (in person, or by mail, or by e-mail), along with copies of certificates and supporting documents, by the applicant on or before 11th October, 2021 within 3:00 PM (Bangladesh Standard Time).
