INFORMATION FOR APPLICANT

Brief Description of Assignment : Sylhet Gas Fields Limited (SGFL) shall appoint the international Seismic Service Provider. The brief job description includes (but not limited to) 3D seismic related parameter setting, field design, field test, quality control, data acquisition, data processing, data interpretation, petrophysical analysis, petroleum system modeling (basin modeling), geology & static modeling, reservoir engineering & dynamic modeling and resource/reserve estimation (based on updated Petroleum Resource Management System: PRMS) using state-of-the-art technology for its acreage block-13 & 14 (865 km2). The available other information (e.g., geology, geophysics, 2D seismic, logs, production data, pressure data, etc) shall be incorporated appropriately. The deeper part (at least 8km) of the basin has to be imaged authentically and clearly using the latest instrument, software & hardware utilizing advanced processing (including 5D interpolation) and interpretation. The Service Provider shall prepare a comprehensive drilling plan aiming for hydrocarbon discovery and its subsequent production (if successful). The Seismic Service Provider shall, with their own personnel & equipment, shall identify the oil and gas-bearing layers through executing the project activities and prepare and deliver the appropriate related reports and geophysical-geological models. The survey area is located in the Surma sub-Basin of the Bengal Basin, Northeast Bangladesh. The existing data indicate a general dip of geological formations about 2 to 6 degrees in the area. Some deeper targets with steep dip flanks (up to 30 degrees as found in nearby structures) need special attention.
Experience, Resources and Delivery Capacity Required : The Seismic Service Provider should be an internationally reputed geophysical seismic service provider in the oil/gas sector specialized in high-resolution 3D seismic imaging to establish subsurface geological model and reservoir engineering model for hydrocarbon exploration and production. The Service Provider will have to use its own hardware, facility, equipment, and software for conducting this project. The required experience and qualification (but not limited to) of the Seismic Service Provider (and its Consultant or Expert) are as follows: 1. The Seismic Service Provider shall have the overall experience of a minimum of 15 years out of which 7 years international (other than home country) experience. 2. The Seismic Service Provider should have the 3D seismic data acquisition, processing, and interpretation experience a minimum areal coverage of 6,000 km2 per year (individually not less than 1000 km2 in the acquisition, processing, and interpretation experience) since last six years (2015-2020). Documentation of 3D seismic services over 6000 km2 must be submitted. 3. The Seismic Service Provider shall have dedicated qualified Experts on (1) 3D seismic field design & QC, (2) 3D Seismic data acquisition, (3) 3D seismic data processing, (4) 3D seismic data interpretation, (5) Petrophysical analysis, (6) Petroleum system modeling (basin modeling), (7) Geology & static modeling and (8) Reservoir engineering & dynamic modeling together with the related software. 4. The Experts shall have a minimum of a Bachelor Degree in the related subject. The experiences (years, areal coverage, no. of seismic projects, no. of static models, no. of dynamic models, no. of wells, no. of working countries, etc.) of the Service Provider can be shown in a summary table. Similarly, the experiences (stated above), educational qualifications, and English language skills of all categories of Experts would be included in a separate table. The seismic experiences (3D and 2D separately) with dynamite source and vibroseis source should be mentioned clearly. The Seismic Service Provider must fulfill the criteria of serial numbers 1 and 2 (of subsection 14), failing which the EOI shall be considered as non-responsive.
Other Details (if applicable) : The Seismic Service Providers from all countries, except the countries those have no diplomatic relationship with Bangladesh, are eligible to submit EOI. The interested international Service Provider should submit the EOI (1 original and 2 copies) on any working day (Sunday to Thursday) between 09:00 and 17:00 hrs BST to the address below before the EOI closing time with the following information and documents indicating their eligibility: • Background of the Service Provider with registration year, country, brochures, etc. • Experiences (general, seismic, models & wells) of the Service Provider and Experts • Summary of similar projects undertaken • Nature, size, location of contracts in hand • Administrative strength and financial capacity • Documents in favor of experiences (Service Provider & Experts) • Curriculum Vitae (CV) of relevant Experts • Audited financial reports for the last three years • Number of permanent key professional employees with qualifications • Tentative seismic survey design, geometry, parameters, energy and acquisition plan, etc. • Types of major software and equipment (with the manufacturer, model, specification, and required quantity) to be used • Probable technical bar diagram (showing major steps) • Possible venues of seismic processing, interpretation, modeling, etc. Any Seismic Service Provider having a joint venture agreement with other international Seismic Service Provider will be taken into consideration. In that case, the Service Provider should provide a copy of the joint venture agreement including the scope of services that the other Service Provider will provide. In case of joint venture agreement Lead partner and other partner(s) must fulfill the following minimum requirement of experiences: Maximum number of partners in the JV shall be: “not limited” The minimum qualification requirements of Leading Partner, other Partner(s) and requirements by summation of a JV shall be as follows: EOI Clauses Reference, Requirements by summation, Requirements for Leading Partner, Requirements for other Partner(s) 14.1-Summation not applicable-Same as stated in EOI-The overall experience of a minimum of 7 years out of which 3 years international (other than home country) experience. 14.2-Summation not applicable-Same as stated in EOI-At least 1000 km2 per year either in data acquisition or processing or interpretation experience in 3D seismic survey since last six years (2015-2020). EOIs will be opened in presence of the representatives of the participating Service Providers, if any, on 10-10-2021 at 12.15 hrs (BST). In case of any unavoidable circumstances such as strike, civil commotion, natural calamity, govt. declared holiday etc. EOIs will be received and opened on the following working day. Upon receipt of EOIs, the interested Service Providers that are deemed best suited to perform the assignment will be short-listed. Thereafter Request for Proposal (RFP) document will be sent to the short-listed Service Providers. This tender will be processed following the GoB rules and regulations (i.e., PPR-2008, PPA-2006).
