16 Brief Description of Assignment:
The following points describe the scope of ‘Integrated platform for Bangla Text, Speech and Image Related Service Distribution. (SD-19)’) in brief:
EBLICT project is working on text, speech, image-based service development. All services will be aggregated through a service pipeline. under this assignment, the vendor should develop a platform to combine multiple multi-model services.
1. The application should have a frontend of the aggregated service platform. Also, the platform should have a GUI admin panel to manage the services easily. Furthermore, should develop some add-ins for these services. Such as MS office, Google docs plugins.
2. Also, this component should have an automatic retraining module to update the various models of EBLICT Project. As most of the systems are ML-based solutions.
3. Also the vendor should supply full-time engineers such as ML engineers, MLOps engineers, Frontend engineers to support public-facing services as per project requirements.
4. The vendor should supply the necessary logistics for engineers. and project office such as ML workstation, monitoring workstation etc.
EBLICT Project now invites eligible firms to indicate their interest in providing the services. Interested firms are invited to provide information indicating that they are qualified to perform the services as mentioned in serial number 17: Experience, Resources and Delivery Capacity Required. This will require substantiation through submission of brochures and other documents describing similar assignments, experiences, availability of appropriate professional qualifications and experiences among applicant’s staff, resources to carry out the assignment, financial capability, etc. A firm may associate with other firms to fulfil their qualifications.
A shortlist of firms will be prepared upon evaluation of EOls of the eligible firms and "Request for Proposal documents will be issued in their favour. A firm will be selected using the Quality and Cost Based Selection (QCBS) method. It is expected that the services will commence on January 2022, Total duration of the assignment is Thirty (30) months.

17 Experience, Resources and Delivery Capacity Required: This is a national project with utmost importance towards achieving Digital Bangladesh. The firms must prove that they have the solid technical background and operational strength to undertake and move this work forward without any hindrances. The firms must also have adequate technical ability, resources, and processes. As such, the following are defined as minimum eligibility criteria:
a) The firm must have minimum of 5 years experience in Bangladesh in software and Services;
b) The firm must have practical experience of developing ML based. Big Data Processing (Text, image, Signal) Processing Software and should shave capability to maintain large scale softwares.
c) The firm must have full-time professionals capable of running large scale system in all major platforms (e.g., Windows, Mac, Linux, Android, Web Server Based).
d) The firm having experience in developing software solutions for the Government of Bangladesh will be an added advantage;
e) The firm must have the sufficient amount (100 Lakh) of liquid assets, i.e., working capital or credit line(s) supported by competent documents;
f) The firm must have update-audit-report of previous 5 years. The firm must have valid up to date trade license, income tax and VAT certificates;
g) The firm should provide a detail specification module of the components/software as per understanding of the firm;
h) JVCA is allowed as per PPA-2006 & PPR-2008; But all the firms must be Bangladeshi firm.

18 Other Details: The Re-EoI would be reviewed as per PPA-2006 and PPR-2008:
Interested firms shall obtain further information from the Project Office from 10:00 AM to 4:30 PM in any working day before the closing date. Firms shall have to submit 2(Two) copies of EOls and forwarding letter in a sealed envelope labeled with "EoI for ‘Integrated platform for Bangla Text, Speech and Image Related Service Distribution. (SD-19)’ to the following address.
