INFORMATION FOR APPLICANT

Brief Description of Assignment : Design, develop and implement a comprehensive web based Rural Bridge Information Management System to record inventory and inspection data, store, process and analyze LGED’s bridges/culverts along with their health condition. The software application and its database will become the core part of LGED’s asset management system, which shall be used in data collection & analysis, planning, processing and prioritization of both the development and maintenance interventions of bridge assets.
Experience, Resources and Delivery Capacity Required : The Local Government Engineering Department (LGED) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (a) General experience of the Firm(s), relevance of core business and minimum 5 years in business (b) Relevant experience in similar assignments as per the TORs; especially the technical expertise and experience in Design and Development (Implementation) of Management Information Systems are highly required. Successful completion of minimum 2 similar assignments.(c) Relevant similar experience in a development partner (DP) funded project. (d) Staffing and logistics of the firm as per qualification requirements for key experts in the TORs. Consultants are requested to submit the following supporting documents in support of the above-mentioned criteria: (a) Registration paper of the firm(s); (b) JV agreement/letter of intent (if applicable); (c) Firm’s brochure; (d) Audited financial reports for last three years; (e) service experience record (completed within last 10 years) (including nature, total cost, total input in terms of man month, employer, location of service etc.); (f) detailed descriptions of all previous similar projects successfully completed, (g) experience summaries of key staff, (h) a description of the consultant’s proposed approach for the work, and (i) all other items necessary to substantiate satisfaction of the evaluation criteria listed above and/or included in the TOR. Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs,3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (Revised November 2017) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
