INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
The main target of the assignment is to develop, implement and perform the following tasks
a) Collection and scanning of mauza map sheets approx. 138412 nos. across the country (to be supplied by the project authority)
b) Digitization and creation of database and edit plot checking of mauza map sheets
c) Geo-referencing of mauza map sheets (using geo-referenced high resolution satellite images to be supplied by the project authority)
d) Ensure edge matching of the adjacent mauza map sheets
e) Ground Truthing/Field Checking of mauza map sheets shall be superimposed on land use data (supplied by the project authority)
f) Preparation of different types of maps, reports and documents and submission in hard & soft form. Detailed would be defined in the ToR.
g) Design and development of Web Application for GIS Database Management and its visualization with all features and user friendly accessibility. |
| Experience, Resources and Delivery Capacity Required |

For Mauza map digitization and land zoning, the interested firms must have the following capacities:
a) Minimum 05 (five) years of experiences in the relevant consultancy business in Bangladesh and practical experiences of Master Plan/Land Acquisition/GIS database creation for any project of the Government/semi-government/ Autonomous organization are needed with successful completion/ satisfactory progress. Certificate(s) for the successfully completed projects and Work Order(s)/Contract agreement(s) for the on-going/uncompleted projects must be provided
b) Valid and up-to-date trade license, VAT registration, TIN certificate and Company Brochure must be provided
c) The Consulting Firms shall have the capacity to deploy experienced and capable key personnel for digitizing mauza map sheets, creation of mauza database, geo-referencing of mauza map sheets, land use survey and related activities with adequate number of supporting staffs during the performance
d) The Consulting Firms must demonstrate its required capability i.e. well-equipped office establishments in Bangladesh to carry out the services successfully
e) Minimum amount of liquid asset in form of credit line or working capital or both shall be Tk. 05(five) crore
f) The Consulting Firms must have Audited Financial Reports of previous 3 years by the Government authorized Audit Firms. Yearly annual turnover shall be at least BDT 03 (three) crore for the last three years counting backward from the date of advertisement in case of more than one package, the yearly annual turnover shall be proportionately increased
g) The Consulting Firms having technical and legal competency for performing such an assignment can submit EOI independently or in joint ventures with other experienced firms. They must have a legal agreement between them, according to the provision of RFP before submission.
For Web-mapping, the interested firms must have the following experiences:
h) All conditions mentioned in (a to g) are applicable
i) Practical experiences in the land sector, GIS based work and developing web based enterprise solution for different government organizations/development partners. Work Order/Contract/relevant certificates are required
j) At least 05 (five) years of practical experiences of developing GIS database and application for providing services for the Government of Bangladesh or any of its agencies. |
