In Bangladesh, there are some wells that had oil/gas shows during drilling but later could not be brought under production due to tight nature of sand, minor oil/gas shows, inconclusive DST result and some wells were suspended due to pressure drop or water breakthrough.
The structures with such wells being offered are all well-defined anticline/structural closures. Some of them were drilled using old technologies during early 50’s to the 80’s, while some are recent. Most of the wells/structures are located very close to the district headquarters as well as port city of Chittagong, which is an assured gas market having existing gas transportation infrastructure. It is worth mentioning that most of the power generation plants of Bangladesh are gas-based and present gas production does not meet the required gas for the power plants.
The operation may require seismic data acquisition, processing, interpretation and well data/well log/DST data followed by conventional/horizontal drilling, fracturing, recompletion etc.
Detailed information on wells/structures will be made available to short listed firms.
The successful bidder(s) would be required to negotiate and sign a Joint Venture Agreement (JVA). |

? Materials, Equipment, Plants and supplies shall not have their origin in the following countries: Countries, which have no diplomatic relations with the People’s Republic of Bangladesh.
? EOI is requested from internationally reputed Oil/Gas Exploration Company having minimum 5 years’ experience in the relevant fields and have a full complement of staffs capable of conducting such petroleum study/operation.
? Reputed international oil/gas exploration companies having proven track record of such activities are eligible to submit EOI.
? A firm may associate with other firm(s) limited to maximum one company to enhance their qualifications. |

Interested Oil/Gas Exploration Companies having above-mentioned qualifications are requested to submit their EOI at the following address by Courier or E-mail (followed by two signed hard copies in sealed envelopes) with the following documents:
? Company’s past 10 years’ relevant experience as an operator responsible for exploration, development and production in onshore areas;
? Companies having experience in unconventional exploration techniques (viz. fracking, horizontal drilling etc. will be considered as an added qualification.
? The lead bidder must be an operator of at least one onshore acreage with daily production of 10,000 BBLD of oil or 100 MMCFD of gas.
? Certificate from Government/Regulator/State Oil Company testifying that the Company is currently producing the requisite amount of oil/gas as an operator;
? A certificate of incorporation from the Government Agency having jurisdiction;
? Articles of Association, Memorandum of Association or equivalent legal document, as an evidence of legal status of the Company;
? Document showing working capital of minimum USD 10 million to carry out petroleum operations. Must submit latest three years’ audited reports/annual reports of the operator and partners (if applicable).
? Evidence of joint venture, if applicable (total NOT more than two companies).
Upon receipt of EOIs, the interested companies that are deemed best suited to perform the operation will be short-listed. Request for Proposal (RFP) document will be sent to the short-listed companies. The summary of TOR (Terms of Reference) will be available at BAPEX website. |
