| Brief Description of Assignment |

The main objective of the consultancy service is to plan, design and mapping a comprehensive bus route network and prepare a time based action plan which will be operational, profitable and satisfy future demand of public transportation along with BRT and MRT network. The consultant shall also design and make an inventory bus stops, bays, layovers and other relevant infrastructures which will be incorporated as a GIS database. A passenger transport model will be developed. Major responsibilities also include rationalizing and restructuring of present bus routes based on traffic demand model, prepare plan for commuter traffic, develop bus scrapping plan, implementation plan, detail cost estimation for each of the component, preparation of bus fleet specification, centralized computer-based bus operation and management and automatic fare collection system. Based on the detail cost estimation and services required consultant will prepare a draft DPP and TOR. They will also provide all necessary support to the client regarding this. Moreover, the consultant will assist the Bus Route Rationalization committee with all their responsibilities, facilitate the regulatory authority and bus operator companies and thereby the development of the institutional arrangement to operate city bus services in a structured manner. The consultant will carry out capacity building activities, training and other ancillary activities are required for the reform proposal.
Perform such other tasks as will be detailed in the Terms of Reference (TOR) to be supplied to successfully shortlisted candidates following ranking of submitted Expressions of Interest. |

3. The Project Director now invites International Consulting firm(s) to express their interest in providing the above services. Interested consultants must provide information indicating that they are qualified to perform the services. The EOIs will be reviewed on the basis of the following and the Consulting firm(s) is requested to submit the supporting documents in support of the above-mentioned works:(i)Registration of the firm(s), (ii)Company profile: brochure including management, relevant experts, permanent staff & logistical capacity, technical ability, significant projects, overall performance etc., (iii)Availability and Summary of qualification of relevant key professionals, (iv) List of rendered services in last 5(five) years,(v)Experience in similar tasks, (vi)Yearly turnover of the firm for last 5 (five) years, (vii) Annual Audit report for last 3 (Three) years and (viii) History of litigation in courts or any arbitration proceedings (if any). Applicants may associate to enhance their qualifications but should clearly/explicitly mention whether the association is in the form a Joint Venture or Sub-consultancy |

The 8th 5-year plan by the Government of Bangladesh (GoB) envisages revamping and improving the present deficient transportation system of Dhaka by introducing MRT and BRT services. Present informal bus service, which is in deplorable condition but caters about 57% of the total trip demand will then be conducive to the BRT and MRT system. At present 388 bus routes are in operation which are chosen by private bus operators based on their profitability. To maximize profitability, buses on the same route compete each other for passengers which causes traffic congestions and accidents. Therefore, the government has decided to rationalize the bus routes and to introduce franchise based operation of bus service. This EOI aims to plan and design for a reliable, disciplined, safe, affordable, accessible, environment-friendly and profitable bus service which will fulfill the transport mobility needs of the users in Dhaka.
