Karnaphuli Gas Distribution Company Limited (KGDCL) is a gas distribution company of Bangladesh Oil, Gas & Mineral Corporation (Petrobangla) under Energy & Mineral Resources Division of Ministry of Power, Energy & Mineral Resources (MoPEMR). KGDCL intends to install 01(one) lakh pre-paid gas meters for domestic customers in its franchise area. Thus, KGDCL would like to employ a consulting firm for design & engineering by system analysis of present PGM system of KGDCL, preparation of bid documents for EPC contract, bid evaluation, monitoring and assessment of the Project activities including construction, supervision as well as providing advisory services for implementation of the project.
The Consultancy Services for the project shall have the following salient features (Detailed given in TOR):
i) Services for Pre-Construction Stage
a) Project Management
b) Detailed system study of existing KGDCL Prepaid Gas Metering System including its opportunities, setback etc. and how to accommodate other Vendor’s Meter and/or KIOSK to Existing Web System.
c) System study for meter installation (option for ground floor, kitchen etc.) in new areas, riser modification, internal GI line leak test etc.
d) Basic Design & Engineering and preparation of Specification considering the above system studies.
e) Procurement Assistance.
f) Institutional Development.
ii) Services for Construction Stage
a) Project management at all levels including periodic review of budget estimate and administration of project cash flows.
b) Project management for meter installation in new areas.
c) Supervision for Detailed Engineering, Procurement, Installation, Commissioning and Testing.
d) Public Awareness Campaign.
e) Institutional Development.
f) Assist KGDCL for customer management required for the installation of pre-paid meters
iii) Services for Post Construction
a) Final Acceptance
The EOI document will be available in the website of KGDCL (www.kgdcl.gov.bd). Interested consulting firm may download the “Terms of Reference (TOR)” and “Expression of Interest Forms” from KGDCL website.

The Client will conduct the short-listing of interested consultant firms for the above-mentioned consultancy services. The firm must have the following experiences of consultancy services:
a) The Consulting Firm shall have experience of engineering works for the establishment of facilities related to gas supply system.
b) The Consulting Firm shall have experience of engineering works for the web-based data management system.
c) The Consulting Firm shall have experience of project management, procurement assistance, engineering and supervision of construction for the projects in any countries.
d) The Consulting Firm shall have experience of establishment of Prepaid Metering System for Gas/Water/Electricity.
e) The firms/ Lead firm in case of JV must have financial capability to handle the services of the similar activities. It is to be supported by authentic audited balance sheet and Income Statement of the last 03 (three) years.

v. Availability of appropriate skilled staffs list of relevant professional, their qualification and experience.

vii. Copy of TIN certificate
viii. Copy of VAT certificate
ix. Audit report/Turnover report for last 3 years.
x. The Consulting Firm is to be certified by ISO 9001.
