| Brief Description of Assignment |

The main objective of the service is: Up-gradation, Modification, Operation, maintenance and support services of existing on-line Motor Vehicle (MV) Taxes & Fees along with Income Tax and VAT, SD etc on MV fees collection in 64 districts (including metropolitan areas) through nominated scheduled commercial banks with service provider’s manpower, network and hardware infrastructure for 5 (five) years.
The Scope of work is: (But Not Limited to)
1. To collect MV tax/fee and Income tax and VAT, SD etc. through branches/booths of online schedule banks;
2. To upgrade, integrate, support and maintain related service of Central data center along with backup servers at BRTA HQ and Dhaka Metro -2 office (Ekuria), DRS at BRTA Mirpur office with all other equipment’s at the service provider’s cost;
3. To integrate the above system with existing BRTA-IS, Online web portal system, Electronic Vehicle Registration (EVR) system, High Security Driving License (HSDL) System, Archiving system, BRTA Service Portal (BSP) and existing data center provided by KOICA etc.
4. To Procure, install and maintain necessary hardware, consumables at scheduled banks booths/branches with required human resource at service provider’s cost;
5. To provide online payment provision using standard debit and credit card (example: VISA and Master Card) and mobile banking/e-banking etc;
6. To make provision for payment all types of taxes and fees from customers’ bank accounts (i.e. account transfer), e-payment gateway etc;
7. To develop mobile application to provide facility to customer to pay any kind of BRTA related Fees.
8. To deposit collected amount in specific account codes in Bangladesh Bank, Motijheel, Dhaka through respective bank’s HQ within 3 working days of collection;
9. To develop, operation, maintain, modify etc. a reconciliation software among challan’s information deposited to Bangladesh Bank, MV TAX collection information and individual services against that deposit provided by BRTA/Bank with details.

Firm(s)/Service Provider(s)
1. Shall be a reputed, reliable, ICT enabled service provider with network, maintenance and support infrastructure facilities, including adequate technical manpower with at least 10 (Ten) years of proven experience of serving in IT sector in Bangladesh.
2. Shall have experience in design, development, supply & installation of real time online computerized Tax/Revenue/fee collection through online schedule banks in any government/Semi government/Autonomous sector involving a minimum 25 (twenty five) locations and minimum 20 (twenty) administrative districts completed/ongoing over a period of last 3 (three) years under a contract of value BDT 35 (thirty five) crore or equivalent USD completed/ongoing that can be monitored (all transactions) from multiple locations. The Service Provider shall submit documentary evidence along with addresses certified by concern organization where the Tax/Revenue/fee collection management system is running.
3. Shall have specific experience of Operation and Maintenance (O&M) of real time online computerized Tax/Revenue/fee collection through online scheduled banks running at least 25 (twenty five) locations and 20 (twenty) administrative districts in any government/Semi government/Autonomous sector with minimum contract value BDT 35 (thirty five) crore or equivalent USD in a single contract completed/ongoing over a period of last 3 (three) years (Proper documents must be submitted with EOI).
4. Shall have existing agreement/New MoU with at least 05(five) scheduled banks operating in Bangladesh for collecting/to collect MV taxes and fees through online banking on behalf of service provider (Proper documents must be submitted with EOI).
5. Shall demonstrate minimum BDT 20.00 (Twenty) Crore or Equivalent USD liquid asset and/ or line of credit facilities. Certificate from concerned schedule bank have to be submitted with EOI.
6. The Service Provider should be accredited with at least CMMi Level 3 certification in Software Development and Maintenance. (Must provide CMMi Level 3 or above Certificate). |

Submission of EOI should be done in closed format bearing the name and address of the firm, EOI No. & Date and be addressed to the EOI issuing Authority in 2 (two) copies; 01(one) marked as “ORIGINAL” and other as “COPY” in separate envelopes in the form of book binding. Both the “ORIGINAL” AND “COPY” shall have to be covered within a single envelope. The applicant shall have to mention the page number serially in every page of submitted EOI document. |
