INFORMATION FOR APPLICANT

Brief Description of Assignment |
: |
Task 1: Undertake the project management unit (PMU) in carrying out procurement activities of the project in a timely manner in accordance with budget and funding.
Task 2: Undertake desk research of market sources to gain an understanding of market potential and capacity of vendors, to ensure selection of cost effective and competitive pricing for the procurement envisaged activities [Goods/Works/Services/ Non-Consulting services]
Task 3: Prepare/update Annual Procurement Plan (APP)aligned with the Annual Work Plan and Budget (AWPB).
Task 4: Preparing the required Procurement documents such as REOI, IFT, tender document, and RFP using standard procurement (Tender /Proposal)documents of CPTU and IFAD (if required) and adverting of REOI and IFT in national newspapers and CPTU website (if required).
Task 5: Facilitatewith the PMU in preparing specifications/ terms of reference for relevant procurement.
Task 6: Facilitatewith the PMU in conducting pre-bid meeting as and when necessary and other relevant tasks associated with the pre-bid meeting and arranging to send the clarifications to all bidders for any queries received from the potential bidders before the deadline for submission of bids.
Task 7: Facilitate with the PMU/ tender evaluation committee/ proposal evaluation committee in the preparation of tender evaluation report/ proposal evaluation report and verification of bidders’ documentation (if required).
Task 8: Coordinate with IFAD in obtaining “No Objection” to Prior Reviewed contracts from IFAD for salient stages of procurement cycle prescribed in the IFAD’s Letter to Borrower.
Task 9: Coordinate with the PMU in publishing the contract award notice in CPTU website/ LGED website (if required). Prepare contract register as per the IFAD’s requirements [Form – C10]
Task 10: Prepare and Provide input / documents required for IFAD’s mission required by the IFAD’s Procurement Specialist, Follow on the implementation of agreed actions; Review the Internal / External Audit reports from procurement perspective and provide qualified justification to resolve the audit paragraphs.

Task 12: Carry out any other relevant task assigned by the Project Director.

Experience, Resources and Delivery Capacity Required |

The incumbent should have at leastBachelors / Masters in Engineering, Economics, Business Administration, Public Procurement, Engineering, Statistics or Equivalent disciplines. S/he should have at least 8 / 5years working experience [with focus on small infrastructure works with decentralized sites and complex consultancies] in public organization/Semi-Public organization for procurement of goods, works and services in projects financed by the government and or international financial organizations. Preference will be given to candidate who has knowledge of national and international organizations/agencies’ (IFAD, WB, ADB, JICA) on procurement regulations and procedures and/or special training on procurement from Central Procurement Technical Unit (CPTU) or equivalent at least for three weeks. Fluency in written and oral English is required.

The duration of the assignment is from the date of contract (Likely by 1st February 2021) till up to 30 June 2022 or coterminous with the Loans/Grants closure date, whichever is later. The contract may be renewed annually subject to satisfactory performance. Beyond the Loans/Grants closure date, expenditure will be borne by the Government of Bangladesh resources. The duration of the assignment may be up to June 2022 |
