INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
The duties of the Communication and Public Relation Expert include, but are not necessarily limited to:
(i) Review and mapping of existing communication activities/plans relevant to implementing the Project and related topics/issues
(ii) Communication Needs Assessment and Analysis, such as (a) map different stakeholders and identify their level of influence and interests - positive and negative, and how to effectively communicate with them focusing on the various components/activities; (b) undertake in-depth interviews and FGD of a key group of stakeholders and desk research; (c) analyze the media and communication channels/platforms (such as traditional media channels, social and digital media, mobile platforms and applications, web-based products, etc.) that will be critical to sharing information, organize groups, promote participation, build consensus and support the project objectives; (d) assess the existing communication dynamics – such as how the stakeholders receive and process information, traditional forms of information dissemination practices, ICTs/digital media and technology, social interaction, etc.;
(iii) Develop a Strategic Communication Program will primarily be based on (a) Communication Strategy; (b) Communication Action Plan; (c) Monitoring and Evaluation System and (d) Capacity-Building and Knowledge Management Plan;

Educational Qualification: master’s degree in mass communication/ journalism/ international relations/ social sciences/public affairs/ business administration/ marketing/ and political science.
Technical and Functional Experience:
The candidate will be a senior communication professional with a minimum of 10 years of experience in the field of communication and development;
• Twenty (20) years’ working experience in relevant field will get preference;
In addition, the candidate is expected to have the following qualifications:
• Proven experience in designing and managing strategic and public communication programs;
• Solid understanding of and ability to apply communication and media concepts, tools, and techniques;
• Knowledge and ability to analyze and use research data;
• Knowledge about and experience of working in the livestock sector and/or agriculture and/or rural development would be an added advantage;
• Knowledge and familiarity with ICT tools, digital media platforms and mobile technology;
• Knowledge and understanding of socio-political, economic, and cultural background of Bangladesh and the South Asia region;
• Demonstrated interpersonal and diplomatic skills, as well as the ability to communicate effectively with all stakeholders and to present ideas clearly and effectively;
• proven ability to work in a collaborative and multi-stakeholder team environment;
• Regional and international experience in similar work would be an added advantage;
• Fluency in written and spoken Bangla and English;
