INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
This project involves the double-tracking of 162.023 km railway main
line from Joydebpur to Ishurdi excluding Bangabandhu East to
Bangabandhu West station which is being constructed along with a new
railway bridge over river Jamuna through another project of Bangladesh
Railway. Traffic and operations on this line will be affected by a number
of other investment projects. This railway project is located in the midwest
of Bangladesh. The added second line runs along the north side of
existing Joydebpur-Ishurdi railway. It starts from the key town Ishurdi in
the west, via Bhangura, Ullapara and goes east across Jamuna River,
through Tangail, Mouchak and other towns, and finally ends in
Joydebpur. The line connects the Ishurdi-Darsana line and Ishurdi-
Rohanpur line in the west, Ishurdi-Chilahati line in the north, Joydebpur-
Akhaura line and Joydebpur-Comilla line in the east. The center-tocenter
spacing between the mainlines is 7m, and that between the
station lines is 5.3m, and that between the major bridges is 12m. The
effective length of receiving-departure track is to be extended to 750m.
Embankment height varies from 2m to 4m. The Government of the
People’s Republic of Bangladesh (GoB), through Bangladesh Railway
(BR or the Employer) of Ministry of Railways, intends to engage
Construction Supervision Consultant (CSC) for smooth implementation
of the project.Conducting Supervision Consultancy Services will be as
per TOR. The assignment will include but not limited to the followings: ?
Carryout 3 partied joint Pre-work survey and investigation with the
Contractor and the Employer to establish the baseline data. 1) Employ
sub-consultancy services, if necessary, with necessary approval from
employer/ client. 2) Assist in clearance of Construction Right of Way
(CRoW) so that site can be handed over timely to the Contractor as per
site access plan; 3) Assist in relocation of various utilities and keep
liaison with utility service providing agencies; 4) Review of Investigation,
Survey, Detailed Working Design, drawings and design calculations for
construction works submitted by the Contractor and recommend and
ultimately submit to Employer's Representative for concurrence; 5)
Provide technical support associated with concurrence of contractor submissions, proposal for design modifications as well as for overall
testing and inspection of the Works; 6) Review of detailed methodology,
quality assurance plan, detailed work schedule, environmental
management plan, safety assurance plan etc. submitted by the
Contractor and recommend and ultimately submit to Employer's
Representative for concurrence; 7) Supervision of all Construction
Works following the conditions of EPC contract; 8) Consultant shall
monitor,inspect construction worksand ensure proper implementation of
Construction Works following the working design, methodology and
quality assurance plan approved by Employer's Representative; 9)
Supervision of all Construction Works ensuring safety of train operation
following the Codes, Rules, Regulations and manuals of BR specially in
existing railway lines; 10) Review of IPCs submitted by the Contractor
and certify and ultimately submit to Employer's Representative for
approval and further necessary actions; 11) Review of Value
Engineering proposals, EOT and other claims submitted by the
Contractor and recommend a solution in favor of the Employer and
ultimately submit to Employer's Representative for approval and further
necessary actions; 12) Consultant shall monitor and ensure proper
implementation of safety assurance plan; 13) Consultant shall monitor
and ensure construction works is done following detailed work schedule
and if needed take necessary action to revise the detailed work
schedule; 14) Preparation of Progress Report(s); 15) Consultant shall
monitor and ensure proper implementation of Environment
Management Plan including personal safety and HIV/AIDs awareness
program; 16) Provide technical support associated with concurrence of
contractor submissions, proposal for working design, design
modifications, specifications as well as for manufacturer's inspection,
overall testing, installation and commissioning of Signalling and
Telecommunication Works; 17) Arrange weekly coordination meeting at
site and monthly progress review meeting at the office of Employer's
representative; 18) Provide Dispute Board (DB) assistance; 19) Arrange
Overseas study tour for 10 days for 14 officials from various agencies of GOB in 2 groups (each group comprises 7 officials) on implementation
of EPC railway construction works; 20) Organize local trainings for
efficient supervision works; 21) Prepare necessary documents and
drawings for application for GIBR approval and taken over by BR; 22)
Forecast the disbursement of construction and consultancy package to
prepare annual budget, revised budget, 3 years projected budget form
MTBF etc; 23) Provide technical and management support to PIU
including defect notification period. |

The Consulting firm(s) shall be eligible to participate and shall have the following experience and resources but not limited to: [Authenticated Documents must be Submitted]
a) The Consulting
firm shall have satisfactory working experience(s) comprising of
conducting similar construction supervision consultancy. b) The
Consulting firm shall have adequate number of human resources with
experience relevant to the assignment such Team Leader for
construction of new railway lines including bridges, Railway Track
Design Engineer, Bridge Design Engineer, Embankment Design
Engineer and Soft Soil Treatment Specialist, Signaling &
Telecommunication Design Engineer, Contract Specialist, Quantity
Surveyor, Structural Design Engineer, Railway Operation Specialist,
GIS & ICT specialist, Foundation Design Engineer, Electrical Design
Engineer, Environment, Health and Safety Specialist, River Training
Specialist etc. c) The consulting firm shall have adequate Physical
Resources such as office, working equipment, Testing facilities, IT
facility, Survey equipment, logistical support etc. d) The consulting firm
shall have adequate financial capability such as turnover, liquid asset
etc. e) Project Director ‘Construction of Dual Gauge Double Line
Between Joydebpur-Ishurdi Section of Bangladesh Railway’ Project now
invites eligible applicants (consulting firms) to indicate their interest in
providing the aforesaid consultancy services. Interested consulting firms
are invited to provide information indicating that they are qualified to
perform the services (Brochures, description of similar assignments,
experience in similar operating conditions, availability of appropriate
professional qualification and experiences of staff, financial capabilities
etc.). The Expression of Interest (EOI) shall be evaluated on the basis
of the following to prepare a short list. • Age of the firm in respect of
Registration • Brochure(s) containing firm’s available facilities, areas of
professional/expertise/specialization for the assignment. • Description of
similar assignments (Construction Supervision of Railway Line and
Bridges) with documentary evidence. • Experience in similar operating
conditions. • Availability of appropriate professional qualification and experience among staff and availability of adequate resources for the
assignment. • Financial and Management capacity. The services for the
assignment shall have to be delivered within 63 months; EOI Evaluation
Criteria-EOI will be evaluated based on the requirements of EOI Notice

a)The Consultant (Firm) shall be selected in accordance with PPA/2006
and PPR/2008 as enforced in Bangladesh b)Expression of Interest
(EOI) in three sets [One original + Two duplicate] shall be submitted in
sealed envelope, delivered to the address of the undersigned.
Association in the form of JVCA or Sub-consultancy with qualified
firm/firms will be allowed. The formation, operation and obligation of
JVCA shall be governed by the Rules-54 of PPR, 2008 as enforced in
Bangladesh. [The JVCA agreement shall be executed on a non-judicial
stamp of value Tk. 300 only and signed by all legally authorized
representatives of the Persons who are parties to such agreement. An
alternative of the above is submission of Letter of Intent to execute a
Joint Venture Agreement signed by all partners of the JVCA and is
authenticated by a Notary Public.] |
