| Brief Description of Assignment |

To achieve Universal Health Coverage in Bangladesh through introducing Social Health Protection Scheme, Health Care Financing Strategy 2012-2032, developed by Health Economics Unit (HEU) of Health Service Division, Ministry of Health and Family Welfare, targeted to cover the country’s whole population by dividing them into three major categories: 1.Below Poverty line (BPL) 2. Formal Sector (having a pay-roll) and 3.informal Sector (having no pay-roll). Sasthyo Surakksha Karmoshuchi ( SSK), a Pilot Project targeting the BPL is already being implemented by HEU, next step is to design Social Health Protection Scheme for Formal Sector (Public, Private & NGOs) . It includes Premium calculation, Benefit Package, Implementation Procedures, etc. There is lack of research in this area of Health Sector. So HEU has decided to conduct a research on ‘Study on Social Health Insurance Scheme for Public Servants: Model Design and Implementation Pathways’ with intention to begin with Public Servants and gradually extending to Private and NGO Employees. |
| Experience, Resources and Delivery Capacity Required |

To be selected, the organization must have the following:
• Familiarity with the health, nutrition, and population sector program
• Extensive expertise on healthcare related exercise
• Proven ability to manage and conduct large data set
• Expertise in use of STATA/SPSS statistical software for data analysis
• Proven expertise in quality report writing & policy recommendations in English
Knowledge and experience on country’s health financing particularly health insurance will be considered as added value.
