| Brief Description of Assignment |
: |
12.1 BGFCL is the largest national gas production company in Bangladesh. BGFCL intends to install 6 nos. reciprocating type wellhead gas compressors with associated facilities including installation and commissioning by EPC contractor at Location- E & G of Titas gas field in order to sustain gas production by maintaining delivery pressure inspite of declining wellhead flowing pressure.
12.2 BGFCL invites EOI from eligible international consulting firms/Joint Ventures (JV) interested to render the services as Consultants under the Project.
12.3 The scope of the consultancy services includes but not limited to the following:
• Basic Engineering Package;
• Procurement Assistance (preparation of bidding documents, support of the bidding process and bid evaluation, contracting etc.);
• Design Review Work for Detailed Engineering submitted by EPC contractor; and
• Supervision of Field Construction Works including testing and commissioning etc.
12.4 Proposed categories of International consultants are Mechanical Engineer (Team Leader), Electrical/Instrumentation Engineer & Process Engineer and Local consultants are Mechanical Engineer, Electrical/Instrumentation Engineer, Process Engineer & Civil/Structural Engineer etc. |

• The consulting Firm shall be a company specializing oil and gas sector and have at least 10 years experience (In case of JV, each member should have at least 10 years experience) in engineering and consulting services in oil and gas/power plant or any other relevant industry related projects.
• The consulting Firm/JV should have at least one international experience of project management, procurement assistance, engineering and supervision works in installation & commissioning of gas compressor related projects of oil and gas/power plant or any other relevant industry in last 10 years, counting backward from the EOI submission deadline. |

- Consulting firms from all over the world (except Israel) are eligible to submit EOI.
- The aforesaid EOI document is available at the BGFCL’s official website www.bgfcl.org.bd
- We highly encourage interested consulting firm to submit proposal with information filled in attached sample format with required supporting documents. In addition, consulting firm may provide information in its own format and any other supporting documents attached as annexure that relevant to this consultancy services. The proposal (1-original & 2-copies with soft copy in CD/ DVD or any other storage device) must be submitted on any working day (Sunday to Thursday) between 09.00 and 15.00 hrs. within the above mentioned deadline to the address below.
- The EOI shall specially include but not limited to the following:
• The firm’s registration certificate;
• Company profile: i.e. established time, management, no. of employee, no. of qualified engineers, firm’s specialty, track record etc.;
• The latest annual report, Company’s printed brochure etc.;
• Description of similar assignments performed during the last 10 years (counting backward from the EOI submission deadline) including references from the respective clients;
• Experience of the Firm/JV (experience of all partners jointly) in last 10 years for consulting services (such as project management, procurement assistance, design & engineering and supervision of construction) for oil & gas/power plant or any other relevant industry related projects in overseas (other than the firm’s own country). Minimum 3(three) projects’ experience is required;
• Experience of the Firm/JV (experience of all partners jointly) in last 10 years (counting backward from the EOI submission deadline) for consulting services (such as project management, procurement assistance, engineering and supervision of construction) for projects of gas compressor installation in overseas (other than the firm’s own country). Minimum 1(one) project’s experience is required;
• Experience in Bangladesh or South & South-East Asia or areas with similar geographical conditions;
• Availability of personnel with appropriate skills in various categories of required consultants;
• Report of financial status (audited financial reports) of the firm for the last 3(three) years;
• In case of joint venture, joint venture agreement/letter of intent; and
• ISO 9001 certificate of Consulting Firm.
- In case of any unavoidable circumstances such as strike, civil commotion, Govt. declared holiday etc. EOI submission closing date will be the following working day. Upon receipt of EOIs, the interested firms that are deemed best suited to perform the assignment will be short-listed. Thereafter, Request for Proposal (RFP) document will be issued to the short-listed firms. The consulting firm will be selected based on Quality and Cost Based Selection (QCBS) method in accordance with the procedures set out in the PPA 2006 and PPR 2008 (With the latest amendment of 2019) of GOB.
BGFCL will not be responsible for any costs or expenses incurred by the applicant in connection with the preparation or submission of EOI.
BGFCL reserves the right to accept or reject any or all application(s). |
