Brief Description of Assignment |
: |
As government is spending more resources on rural roads from its budget, it has become important to develop a rational and user-friendly prioritization system that would boost further growth of the rural economy. Therefore, the present strategy of Bangladesh for the development of rural infrastructure comprises of the following:
• Upgrading of all rural roads from unpaved to paved roads; and
• Improving rural roads through repair and rehabilitation.
This is very important and there is an important need to develop a smart tool for prioritization of all rural roads. As usual practice of prioritization involves extensive data collection (through all sorts of survey) and feasibility study. Therefore, under this assignment, it is expected to develop an integrated and extensive rural roads prioritization planning system covering the entire country rural roads network considering improvement and maintenance of rural roads with state-of-the-art geo-referencing and GIS techniques and web-based applications.
The broad objectives of this assignment are to develop a system to ensure:
i) Sustainable management of rural roads;
ii) Utilization of resources to ensure value for money rationally; and
iii) Prioritization of rural road hierarchy and promote transport planning methodologies.
Scope of Services
The main tasks of the Capacity Development Consultant (GIS-Based Development of Rural Road Master Plan)(CDC) are as follows:
(i) Identification of all types of data needs, determination of methods required for recording, storing, analysing and extracting socio-economic infrastructures information according to a revised data collection format;
(ii) Enhancement of existing mobile application of GIS-based road survey to cover socio-economic infrastructures information including geo-coordinates;
(iii) Modification of prioritization existing algorithm as well as web-based GIS application of road prioritization based on existing web-based GIS road prioritization system;
(iv) Development of a comprehensive geo-referenced database by conducting all types all survey of all roads (about 355,000 km), bridges/culverts, tourist places and socio-economic infrastructures (about 152,000 nos.) covering entire country. In addition, traffic survey shall be performed on hat-day (means market-day, every rural market has a hat-day in a week) and non-hat day of each upazila road, union road and important village roads; all together about 30,000 number of roads covering entire country;
(v) Preparation of GIS-based upazila and district wise draft maps for core road network and prioritized list of rural roads;
(vi) Organization of upazilas wise participatory stakeholder workshop for gathering end-user inputs on draft core and prioritized rural road network of each upazilas and District;
(vii) Finalization of core and prioritized rural road network of each upazila and district for effective planning and to keep the core network accessible in all-weather condition;
The Consultant shall carry out the following main tasks but not necessarily limited to:
(i) Integration of RSDMS with existing GIS based road survey mobile app;
(ii) Enhancement of existing GIS-based road survey mobile application into higher accuracy;
(iii) Modify the existing web-based GIS application;
(iv) Establish an offline production facility, where the data connection is unreliable, unavailable, or prohibited and synchronize with central server when it will be online;
(v ) Analyse existing web-based GIS road prioritization system;
(vi) Modify the existing web-based GIS road system;
(vii) To develop core road network as well as road list for future improvement;
(viii) To develop module to prepare & visualize core road network depending on user needs;
(ix) Develop the web-based GIS rural road planning system in such a way so that prioritised road list can be visualised;
(x) Integrate RSDMS database with web-based GIS rural road prioritization system;
(xi) Provide training to enumerators & surveyors, data entry operators (about 90 batches);
(xii) Conduct all sorts of survey of all roads (about 355,000 km), bridges/culverts, tourist places and socio-economic infrastructures (about 152,000 nos.) covering the entire country
(xiii) Data collection and data input into the database
(xiv) Ensure quality of survey data and format and data entry in RSDMS by undertaking 5% data will be checked by the Project Management Unit (PMU)/LGED;
(xv) Organize Upazila wise stakeholder workshops for all upazilas to discuss on draft core road network map and prioritized road map in all upazila and district;
(xvi) Modify the Upazila and District wise core road network and prioritized road based on participatory stakeholder workshop feedbacks;
(xvii) Finalize the development of rural roads planning system and prepare upazila and district wise core road network;
(xvii) Prepare brief and illustrative user manual and video tutorial to be used by the LGED. |
