INFORMATION FOR APPLICANT

Brief Description of Assignment : The main objectives of the proposed consultancy assignment are: • To build the MIS platform making its architecture robust, secured and flexible to integrate different MIS features; • To develop MIS based on multilayered business, content and operational components along with multitenancy supports; • Develop mobile compatibility (access from mobile browser, design should not be breakable) of MIS platform; • To support and strengthen the Project Implementation Unit (PIU) at MoDMR to undertake training services in alignment with the needs and requirements of MoDMR for MIS; • Design, development and Implementation of a software based platform for reporting, data collection, progress tracking and monitoring of all selected firms, consultants, service providers and stakeholders operational in the EMRCRP. The Web based Management Information System is aimed to assist PMU and all its stakeholders, affiliated firms and consultants with everyday project tasks and ensuring seamless interaction between all users for better service, performance and administrative processes through a technology enabled environment; • Complete digitization and automation of the monitoring and supervision processes of the concerned PMU personnel and the field staff of MoDMR/RRRC engaged in the administrative and supervisory activities of EMRCRP; • Develop the database and application end of the MIS in accordance to the needs of the end users and to enhance the scalability of the project management system by designing the database architecture of the MIS for system flexibility and extensibility of Data storage, access and migration; • Providing security and management systems for all the data collected, stored, retrieved, reviewed and published from the Project by enabling cloud based data server management and remote access and connectivity features for all authorized stakeholders, firms, consultants and PMU personnel. 3. Scope of Services: The design & development scope will be limited to the scope of work as identified in the TOR. The scope of work can be categorized with the following tasks (Details scope are given in TOR): a. Conduct a needs assessment of the existing system to prepare the precise System Requirement Specification (SRS) for designing and developing an MIS platform and Provide concrete development plan in the SRS, which should include context diagram of the proposed system, Sequence Diagram, Use case Diagram, and Process Flow Diagram. b. Design the solution architecture of the MIS platform in a manner for better performance, flexibility, scalability, extendibility, and multitenancy of the system for future expansion. c. Compatible for exchanging data with already developed platforms. d. Ensure access control, application level security. e. Design and develop Role-wise credential system incorporation for better user role management. System should support user registration in multiple ways including mobile number, email, NID etc. f. System shall provide the ability to encrypt user IDs and passwords and impose minimum password lengths along with ability to reset passwords following a standard password strategy. User log management shall be recorded. g. The system will have an e-filing module, which will be used for sending email and SMS the categorized users and relevant reports of e-communication should be produced. h. There will be a Dashboard presenting dynamic data in reports in tabular and graphic presentations. i. The proposed MIS platform should have a robust multi file content management system with support of pdf, word, ppt etc. Third party tools can be integrated for this. j. The system should have provision for periodical & instant Data Backup & Auto Archiving System. k. The system should migrate all data from previous version (or manual data) of MIS with appropriate data validation; a report should be presented of data migration. l. It should have a dynamic content management system (CMS) with support of contents upload, tagging, searching and download features. Content count will be recorded and presented in dashboard and printable reports. A user level permission will be set to control who can get functionality, save content, update content, view content, upload and download contents. The system should also migrate contents (images, texts, pdf etc. if any) form existing database/system. m. MIS platform should be cross browser compatible, responsive and graphically attractive. n. The developed system must support Bengali UNICODE enable font so that Bengali content can be viewed properly from any machine, which support Unicode. The proposed system must facilitate for showing the content both in English and Bengali Language. o. Vendor Company will ensure system to be tested at module integration and load level. All necessary security test at application level architecture needs to be followed and conducted by the vendor.
Experience, Resources and Delivery Capacity Required : The EOI would be evaluated on the basis of the following issues: • General experience of the firm(s); • Experience in similar assignment of compatible size, complexity and technical specialty in the required area. • Financial soundness of the firm; • Staffing and logistics of the firm; Selection criteria of Consulting firm a. Minimum 15 years’ experience in Software development business in Bangladesh. b. Firm should have experience in MIS/similar type of work. c. The firm must have experience of managing at least Five (5) web-based applications with large scale corporate sector institutions. d. Must have working capital/liquid assets/credit facilities at least BDT 1 (One) crore. e. Proven track record of a single project aging at least 2 years in the field of Web-based IT Solution/Portal Development & deployment that works on public cloud. f. Must have ISO and CMMI certifications. g. In case of Joint venture, at least one participating company or firm must have all required certifications and experiences. 5. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 (“Procurement Regulations), setting forth the World Bank’s policy on conflict of interest. 6. Consultants may associate to enhance their qualification but should mention whether the association is in the form of a joint-venture or of sub-consultancy. In the case of an association, all members of such association should have real and well-defined inputs to the assignment and in such association" it is preferable to limit the total number of firms including the associates to a maximum of three.
