Brief Description of Assignment |
: |
(1) Monitoring & Evaluation (M&E) Specialist should have at least 15 (fifteen) years’ of experience on conducting research, conducting surveys/studies and field level data collection, data analysis using computerized statistical methods and writing study reports. He/she should have at least 10 years’ experience in an organization/ development or research project in the M&E fields. Sound understanding on M&E methods, approaches (including quantitative, qualitative and participatory). He/she Should possess excellent computer literacy and have working knowledge on Statistical Modeling, Data Processing and Analysis Software. Sound knowledge and competency in the use spreadsheets and of statistical software (STATA/SPSS).He/she should have knowledge and experience in project designing and development project implementation in government system. He/she Should be proficient in English and Bengali writing and speaking and able to communicate professionally with the donor agencies and other stakeholders. He/she should have Track record on planning and implementation of M&E , Training in M&E development and implementation , Knowledge and experience in developing and maintaining on-line ICT system is an asset, Proven track record on information analysis, report writing and publications and ability to work in a team, deliver under pressure and within deadlines.
(2) Environment & Social Safeguard Specialist should have at least 10 (ten) years’ work experience in the field of civil engineering. He/she should have at least 05 (five) years’ experience having had responsibilities with substantial content of his/her position in environment, social safeguard and detail cost estimation. He/she should have specialized knowledge and experience in preparing Bill of Quantities (BoQ) and techcical specifications. He/she should have hands on experience in AutoCAD and wish to travel anywhere in Bangladesh. He/she should fully conversant with environmental laws and rules or environmental safeguard measures as well as occupational health and safety. He/she should have the ability in computer operation with experience of working independently and should have excellent communication skills in English, both written and spoken.
(3) The Training Coordination Specialist should have at least 15 years of experience, out of which at least 5 years’ experience in development institution/organisation with significant role in organizing training of senior and mid-level professionals. He/she should have experience in drafting training curricula and contents and training calendars. He/she should have experience in developing and application of LMS (e-learning). He/she should have strong interpersonal skills and ability to negotiate with high level counterparts. He/she should have proficiency in MS office (i.e. MS Word, MS Excel and MS Power Point).
(4) The Accounts Specialist should have at least 10 years of experience, out of which at least 5 years’ experience in development institution/ organization with significant role in the accounts/financial management of projects involving funds from different foreign sources, preferably World Bank, ADB, JICA, KFW, IFAD or other similar financiers. He/she should have strong interpersonal communicative skill, experience in team leadership and participatory management. He/she should have the knowledge on accounting methods and application tools/ accounting software. He/she should have proficiency in MS office (i.e. MS Word, MS Excel and MS Power Point) |

(1) Monitoring & Evaluation (M&E) Specialist (SD-102B): At least Master’s degree in any discipline (preferably Economics, Development Studies, Sociology, Statistics, Public Administration, Physics, Engineering and Education). PhD degree will be considered as an additional qualification
(2) Environment & Social Safeguard Specialist (SD 103B): At least Master’s degree in Environmental Science with B. Sc. in Civil Engineering or B. Sc. in Architectural Engineering. PhD degree will be considered as an additional qualification.
(3) Training Coordination Specialist (SD 109B): At least Master’s Degree in Economics/ Development Studies/ Accounting/ Finance / Management orequivalent discipline. However, PhD degree will be considered as additional qualification
(4) Accounts Specialist (SD-111B): At least Master’s degree in accounting/Finance or MBA or equivalent degree. However, a professional accounting degree (CA/CMA/ACCA) or internationally recognized professional accounting certificate will be considered as added qualification |

The Project Director now invites eligible applicants to indicate their interest in providing the services. Interested applicants are invited to provide information indicating that they are qualified and competent to perform the services with a complete CV having one copy of recent passport size photograph, expected remuneration and other details as required by this REoI.
Consultants will be selected using the selection of individual consultant method in accordance with Guidelines for selection and Employment of consultant for World Bank Borrowers dated January 2011 (Revised July 2014). Consultants will be selected on the basis of the qualifications and experiences as mentioned above
