INFORMATION FOR APPLICANT

Brief Description of Assignment : The main objective of the proposed consultancy assignment is: • To support and strengthen the Project Management Unit (PMU) at MoDMR to undertake behavioral change communications in coordination with specialized UN agency to create broad-based public support for the proposed project; • To develop and implement a robust communication strategy using multiple and suitable communication channels to generate awareness and motivate the displaced Rohingya population to be engaged in activities to get benefit from the project interventions in consultation with the PMU; • To facilitate two-way communication, engagement and consultations with key stakeholders, including the refugees, host communities, religious leaders, civil society, and other government & non-government agencies; • To inform the affected communities, including the host community regarding the necessity and the benefits of project interventions with a focus on maintaining social cohesion; • To address potential resistance and mitigate any evolving risk of opposition; • To communicate project results at local and national level; Scope of Services: The project will largely benefit from a tailored, well-planned and professionally implemented communications strategy aimed at ensuring that the project interventions are well understood by the displaced Rohingya population, host communities, media, government agencies, development partners, national and international NGOs and other stakeholders, and that there is enough support at all levels for it to be smoothly carried through as well as motivate the displaced population to be aware of the project interventions and adopt behavior change to benefit from these interventions. The scope of consultancy should include but not be limited with the following: ? Co-ordinate with the (overall) project communication strategy firm and establish a two-way information exchange system to reduce the information and strategy gap; ? Continuously communicate with administration (offices of RRRC, CIC, DC, UNO), development partners and national and international NGOs to inform them about the project interventions and strategically defined information; ? The Consultant will work under the leadership of the Project Director to develop a Communication Strategy and an Action Plan to support achieving the key objectives of the project. The strategy will identify: o key target audiences o messages that resonate with specific audiences o channels that work for specific audiences o messengers that would be effective and credible with target audiences o action plans (for each specific department), including timing and sequencing of specific messages and communications activities o preparing community volunteers for Disaster Early Warning System, Evacuation Procedures and Disaster Risk Mitigation and Management ? To mitigate social opposition that may stem from a lack of adequate information, understanding, direct communication and involvement of affected groups, the consultant will help the implementing agency engage and communicate with stakeholders and affected communities; ? The consultation will be responsible for designing and producing the communication materials, undertaking communication research (such as opinion surveys, evaluation, etc.) and capturing the success/ failure stories derived from these interventions. The communication activities will include, but may not be limited to: o message development relating to community and social resilience, gender-based violence, o early Warning and Evacuation method/strategy, o face to face communication, o sensitizing activities, o community radio programs in native language, o workshops, o outreach via traditional media, o sports events, rallies, o pictorial brochures, o short videos, o ICT tools, social and new media, o media visits and others. ? The consultant will propose mechanisms and protocols for internal communications to ensure information sharing and coordinated communications approach and consistent messaging among all related departments and agencies (One Strategy – One Voice). This may include setting up a communication working group, which would include designated staffs as communications focal persons from each department, headed by the Project Director, MoDMR. The working group will contribute to the communications strategy development and review and approve all communication messages; ? To shape public opinion and mobilize demand to address the medium-term needs of the displaced population and strengthen government’s capacity to deal with influx in a way that would continue benefitting the host community after the Rohingya leave, the Consultant will arrange media visits, press events, publication of op-eds and news articles, as well as online and social media outreach.
Experience, Resources and Delivery Capacity Required : EMRCRP now invites eligible consulting firms (“Consultant”) to indicate their interest in providing the services. Interested firm must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staffs, legal documents etc.). The EOI would be evaluated on the basis of the followings • General experience of the firm(s); • Experience in similar assignment of compatible size, complexity and technical specialty in the required area. • Financial soundness of the firm; • Staffing and logistics of the firm; Selection criteria of Consulting firm • The firm should have at least 05 years of experience in communication strategy design and implementation, including behavioral change communication, media planning, and campaign for high-risk and complex public sector projects and programs. The following specific skills are required: • Proven experience in the design and implementation of communication strategies and relevant action plans; • Proven experience in developing a complex set of communication materials for a diverse set of target audiences. This will include print and digital media, audio-visual materials, traditional media, youth campaigns, new and social media tools and techniques, face-to face activities such workshop, seminar, meetings and events, etc. • In depth understanding of different communication approaches and tools along with experiences of social media campaign; • Experience in implementing creative media execution that involves efficient planning process/ tools, operations, reporting; • Experiences in managing media relationship and mobilize news coverage; • Have experience of managing at least 2 successful nationwide media campaign in the last 5 years; • In-house availability of adequately experienced human resources (Campaign team, Media planning team including expert in development communication); • In-house capability and availability of logistics and other resources (Office setup, staffs etc.) to be assigned for services; • Good understanding of and knowledge and experience in socio-political, cultural, and current issues in Bangladesh. • Experience public opinion research, and communication research including collection and analysis of research date.
Other Details (if applicable) : The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 6. Consultants may associate to enhance their qualification but should mention whether the association is in the form of a “joint-venture” or of “sub-consultancy”. In the case of an association, all members of such “association” should have real and well-defined inputs to the assignment and in such "association" it is preferable to limit the total number of firms including the associates to a maximum of three. 7. The consultant will be selected in accordance with the Consultant’s Qualification Based Selection (CQS) method set out in the Procurement Regulations. 8. It is expected that the services will be commenced tentatively in December, 2020. Terms of Reference (ToR) will be available in the office of the undersigned and also in the MoDMR projects website (www.emrcrpbd.org).
