INFORMATION FOR APPLICANT
|
| Brief Description of Assignment |
: |
1. Prepare Site Plan incorporating Building, Infrastructure & Landscape in an integral manner considering present & future;
2. Conduct relevent Survey and Investigations to prepare comprehensive Design;
3. Provide Design & Planning Consultancy Services including Architectural, Engineering (Structural, MEP, Etc.) and Landscape Design;
4. The Design Consulting services shall include but not limited to (a) Preparation of Detail Design, Working Drawings, Specification, Bill of Quantities and Cost Estimation of Works. (b) Preparation of Tender Document and Assist in Contract Administration. (c) Perform Construction management by assisting in Quality Control of Constraction Meterails and Works through full time supervision of construction works.
5. Preparation of 3D model of IT Incubation Center showing all infrastructure and Landscape Development.
6. Prepare & submit the completion report along with all documents including review & approving as-built drawing to be submitted by the Contractor.
7. Conduct Survey and Investigation (Site Analysis, Topography Survey, Sub-soil Investigation for different infrastructures);
8. Preparation of Tender Document and assist in contract administration as per Public Procurement Rules (PPR)-2008; and e-gp guide line.
9. Ensure quality control of all construction works by engaging in full time supervision engineering team;
The Consulting firm will provide 3 copies of all the deliverables at various stages of the design for review. Final deliverables shall have to be supplied in five copies. Deliverables have to be submitted both soft copy and the hard copies. The drawings shall provide all necessary details for construction.

The EOI must contain information demonstrating that they are qualified to perform the services delineated the criteria of evaluation of the EOI shall include.
a) Eligibility-
i. The Firm should have minimum 10 (ten) years’ experience in the field of providing Architectural and Engineering consultancy services with Construction Supervision.
ii. The Firm should have specific experience in Institutional/Training Building Project services including Architectural and Engineering consultancy with Construction Supervision for al least two projects in Bangladesh.
iii. The firms may form Joint Venture; in which case all firms/entities shall be jointly and severally liable for the entire consultant’s obligation under the contract. The total number of firm’s should not exceed the limit as indicated in PPR 2008 in accordance with Publice Procurement Rules-2008.
b) Management Competence
All information such as the company age, legal status like - company registration certificate, trade license, VAT registration certificate and up to date Income Tax clearance certificate, last 03 (three) years audit report (only summary part), organizational structure, financial and managerial capability of the firm or the consortium will be assessed to judge the Management Competency of the firm/consortium;
(c) Technical Competence –
The EOI should summarize the diversified experiences of the firm (or combined experiences of the consortium) supported by project description sheets, Completion certificates & Conttract documents of related works which should be annexed to the EOI.
(d) HR Competence –
The EOI should demonstrate the availability of pool of qualified and experienced engineers/professionals with the firm or the consortium. (Have to provide detail CV of the engineers/professionals) |

A) The selected firm/consortium should provide service as following two mandatory phases described below:
i) Design Phase: The consultant shall preferably commence the work in design phase at the premises of the project office under the supervision of Project Director. The selected consultancy firm should be arranged own office space near PD office and project sites.
ii) Supervision Phase: One senior resident engineer and two site engineers (One civil and one Electrical) shall be engaged for supervision of construction works on full time basis, include quality assurance and monthly monitoring reports to PD office.
B) Interested firms shall submit EOI to the Project director within the given time frame in one original set (maximum 300 pages both side printed). The EOI’s will be evaluated according to the provisions of the public Procurement Rules-2008 Guidelines. |
